Launched at COP28 in Dubai in 2023, GFMR is a unit within the Energy & Extractives Global Department of the Infrastructure (INF) Vice Presidency within the World Bank. Its mission is to boost global efforts to end routine gas flaring and reduce methane emissions along the entire oil and gas value chain. GFMR executes on its mission by providing grant funding and technical assistance, enabling policy reform and institutional strengthening, and mobilizing financing to support governments and state-owned operators to detect and abate routine gas flaring and methane emissions.


To help implement its technical work program, GFMR is seeking a GFMR Short-term Technical Consultant (the “STC”).

Tasks


The STC will help implement GFMR’s technical work program, working under the supervision of the Technical Team Lead in collaboration with the Program Manager, staff and other consultants globally. The STC will contribute to the following activities:


•The screening and selection of potential methane and flaring reduction projects to be supported by GFMR, providing industry and techno-economic advice to staff. The STC will help assess and select projects to be supported through pre-feasibility studies as well as direct grants, in compliance with GFMR’s selection and eligibility criteria.


•Support the GFMR staff on developing projects and providing guidance on all aspects of the technical assessment of gas flaring or methane emission reduction projects across the oil and gas sector value chain, including the:


- rationale for the proposed mitigation options and practices, considering the baseline emissions and the destination/use of recovered flared or fugitive gas;


- appropriateness of the major equipment types to be used to implement emission identification, measurement, and reduction measures;

- design and implementation of the measurement, monitoring, reporting, and verification standards (MMRV) such as OGMP 2.0 or similar;

- definition of the scope of pre-feasibility studies, ensuring they are appropriate to define the project scope and fit-for-purpose cost estimates;

- consistency of the proposed technology/implementation approach with the recommended best industry technology/practices, considering the national circumstances; and

- development of roadmaps to assist clients move toward the best practices or the plans to address the current gaps and barriers, including in collaboration with other partners.


• Support the development/assessment of the emissions baselines for the targeted facilities to demonstrate the projects’ contribution to achieving emission reductions, considering the key barriers and gaps faced by the project participant.

• Identify policy, regulatory, fiscal and/or market barriers, which adversely impact the technical feasibility and economic viability of abatement projects and support the design of relevant policy and regulatory reforms.

• Support development and delivery of technical assistance to build operational capabilities and systems; support selection of measurement and abatement technologies and practices and development of relevant maintenance and repair systems.

• Support GFMR staff to assess and prepare the economic and cost efficiency evaluation of the proposed activities, including the development of a cash flow models and review of underlying assumptions made.

• Assess the estimated emission reductions from the proposed project activities, including core assumptions made, direct measurements, or other methods.

• Identify and assess the project risks and their impact on the economic and financial viability of GFMR-supported activities and propose risk mitigation measures.

• Support development of programs and activities aiming at building governments and operators’ technical, economic and institutional capacities to ensure sustainable emission reductions. The STC will:

- support the dialogue and collaboration efforts between GFMR and other global and private sector-led initiatives on flaring and methane emission reduction in the oil and gas sector;

- monitor the evolving global industry and institutional knowledge and best practices for lessons learned on Measurement, Monitoring, Reporting and Verification (MMRV) systems (OGMP2.0 and similar standards), emission measurement and detection technologies, design and implementation of LDAR campaigns in midstream and downstream segments of gas industry, satellite data collection and analysis, mitigation technologies, including to reduce fugitive and operational methane emissions, and data and knowledge gaps; and

- support the GFMR team in providing OGMP2.0 (and similar standards) implementation support and methane regulatory advisory services to operators and governments.

• Support the knowledge-sharing initiatives under the GMFR Technical work program, including the: (i) publication of gas flaring and methane emission data and the annual Gas Flaring Tracker Report; (ii) developing case studies for flare and methane abatement; (iii) organizing and participating in virtual workshops as needed.

• Support the representation of the GFMR in various technical working groups (internal and external) related to flaring and methane emission reduction initiatives, including industry forums, seminars and other opportunities that promote best standards, practices and innovative solutions.

• Support GFMR staff in preparing briefing documents and other materials to communicate progress towards GFMR’s objectives.


Occasional travel should be expected, as well as travel to countries to support GFMR’s work program and projects, as requested by the Program Manager and Technical Program Lead.


The STC is not required to be located in the USA, but will report to GFMR’s Program Manager and work closely with the Technical Program Lead, who are both based at the World Bank’s headquarters in Washington, DC.


Qualifications:


The candidate should have a significant amount of expertise in oil and gas upstream, midstream and downstream operations, as demonstrated by at least 8 years of relevant experience across one or more of the following areas:

• Oil and gas business development, including experience in engineering, technology, project implementation, associated gas monetization and commercialization, asset-scale and regional energy infrastructure, pre-feasibility studies, planning and monitoring.

• Methane emission measurement campaigns across the value chain, including defining the objectives, methodologies and technological solutions to be deployed, and assessment and interpretation of results.

• Knowledge and experience in conducting the LDAR campaigns, including the selection of appropriate technologies for aerial and on-the-ground identification, measurement, and monitoring of fugitive methane emissions.

• Experience in designing and executing emission mitigation programs with robust MMRV systems and execution of such programs, including the integration of risk mitigation measures relevant to policy and regulatory aspects, application of shadow price of carbon for economic assessments.

• Management of oil and gas sector methane emissions along the entire value chain, gas flaring and venting; including emission identification, measurement, MMRV standards and digital infrastructure, as well as appropriate emission reduction technologies and practices.

• Knowledge of current identification and measurement technologies to assess the methane destruction efficiency in flares.

• Economic and commercial assessment of oil and gas projects, including development of cashflows, market studies, assessment of technical and market risk and how they can be mitigated.

• Good understanding of OGMP 2.0 or similar standards for monitoring and reporting of methane emissions across the oil and gas segments.

• Experience in developing countries in any of the above capacities and in particular in development and techno-economic analysis of emission reduction projects and MMRV systems.

• Fluency in English, oral and written; a working knowledge of Arabic, French, Russian or Spanish is a significant plus.

• A Degree in disciplines relevant to the oil & gas industry, such as process or civil engineering, natural gas engineering, petroleum engineering, oil & gas emission management or similar fields from an internationally recognized academic institution.

• Strong analytical and data processing skills, including a sophisticated use of MS Excel; experience with Power BI, and GIS mapping software such as ArcGIS would be a plus.

• Ability to work independently and also participate in multi-disciplinary teams.

• Excellent written and oral communication skills and ability to present complex issues with clarity and objectivity.

• The candidate must have a track record of teamwork in a diverse and collaborative environment.
