SUMMARY:
Under the supervision of the Deputy Chief Financial Officer, this position oversees and manages the daily fiscal and grant operations. Manages and supervises assigned staff, reviews and develops procedures. Prepares monthly, quarterly and annual budget projections as well as necessary budget adjustments. Submits grant applications to various granting agencies, addresses any items that need special authorization to achieve grant funding eligibility, and manages awarded grants; periodically reviews general ledgers to ensure transactions are accurate.
ESSENTIAL FUNCTIONS:
• Plans, prepares, and manages the annual grant application process.
• Researches and corresponds with various granting agencies on grant-related financial matters.
• Reviews and approves schedules, documents, vouchers, invoices, and reports prepared by staff.
• Identifies and evaluates needs and develops and implements policies, procedures and programs, making recommendations as appropriate.
• Manages reporting staff by identifying and assigning work, documenting work performance metrics and communicating work performance expectations, establishing professional development plans, providing training, implementing corrective actions plans, approving time, assuring appropriate staffing coverage, conducting periodic performance reviews, acknowledging accomplishments, providing assistance, and issuing discipline.
• Identifies, facilitates, and implements work methods, procedures, work flows and process improvements in accordance with departmental goals to ensure work is completed timely and backlogs are minimal.
• Upholds and adheres to all Court policies and procedures and all collective bargaining agreements that apply.
• Manages personnel issues of direct reports by taking needed actions, including interacting with other supervisors as needed and escalating as appropriate.
• Meets as needed with reporting staff regarding operational goals, status changes and other pertinent information.
• Prepares and manages schedules, financial analyses, and reports to facilitate the monthly and quarterly grant billing.
• Manages expenses submitted by the Wayne County prosecutor-Felony nonsupport unit by reviewing and processing to ensure eligibility and proper billing to the grant.
• Coordinates with various County departments on various grant related items.
• Prepares statistical spreadsheets and monitors the approval levels at the Department of human services.
• Reviews bi-weekly payroll files received from Wayne County Personnel for Friend of the Court (FOC) personnel to determine if personnel and related salary cost are eligible for grant reimbursement.
• Reviews and approves the use of grant funds for certain invoices and vouchers.
• Prepares business case scenarios for special purchases in order to obtain grant funding.
• Oversees the daily audit of FOC child support receipting function and the transfer of funds between child support accounts.
• Develops and reviews the annual cost allocation plan in conjunction with outside vendors.
• Manages the Court’s credit card bank accounts to ensure proper cash management and availability of funds for the variety of payment types designated.
• Prepares the Court’s monthly, quarterly, and annual budgets and projections for Wayne County and the State of Michigan.
• Collaborates with external auditors and addresses any noted items/exceptions identified by auditors and provides explanations or corrective actions as needed.
• Collaborates with DHS and Wayne County on monitoring components used to ensure maintenance of effort on local contributions, performance incentives, Wayne County chargebacks, and internal service funds.
• Must be able to meet attendance requirements.
• Performs other duties as assigned.
QUALIFICATIONS:
• Bachelor’s degree from an accredited college or university in Finance or Accounting.
• Eight (8) or more years of experience in budgeting, financial accounting and statistical analysis, including but not limited to state and/or federally funded grant programs.
• Five (5) years of increasingly responsible management experience.
• Work experience in government accounting preferred along with a general knowledge of granting guidelines issued by the General Accounting Office (GAO) and the Office of Management and Budget (OMB).
• Proficient in the use of Microsoft Excel and experience using MS Office Suite and relevant court software and systems.

• Thorough knowledge of Court processes and procedures.
• Ability to multitask and meet deadlines set by governmental agencies, Court Administration and other departments within the Court.

• Ability to effectively communicate information and ideas with internal and external customers in plain language that they can understand.
• Familiarity with federal and state funding agencies, and working knowledge of grant systems.
• Ability to communicate and explain Court procedures to internal and external customers and deal courteously and effectively with their questions or problems, seeking assistance when needed.
• Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
• Ability to understand and carry out instructions and to request clarification when needed.

WORK ENVIRONMENT:
• Normally a typical customer service office environment with minimal exposure to excessive noise.

LICENSES, CERTIFICATIONS OR SPECIAL REQUIREMENTS:
