Key Responsibilities
Staff Management (20% of time):
- Manage and oversee staff, including assigning work, conducting performance evaluations, and ensuring adherence to policies and procedures.
- Provide training and ensure a safe working environment.
- Make recommendations on hiring, termination, and disciplinary actions.
- Direct activities of the accounting function, including the administration of processes, procedures, systems, and standards.
- Ensure compliance with federal, state, and local laws and regulations.
- Review and audit internal financial reports, general ledger entries, and other documents.
- Identify, research, and resolve financial issues, ensuring deadlines are met.
- Prepare, submit, and maintain the annual budget.
- Evaluate revenue records and prepare budget forecasts.
- Prepare for and complete annual comprehensive financial reports (ACFR) and other financial documents.
- Respond to auditor questions and resolve identified issues.
- Maintain accurate records of taxes, assessments, and all monies due to the City.
- Manage records with the County Auditor and City’s bond counsel.
- Maintain a listing of City assets, including vehicles, real estate, and infrastructure.
Education and Experience:
- Bachelor’s degree in accounting, finance administration, public administration, business administration, or economics.
- A minimum of ten years of administrative accounting experience, with at least five years in government accounting.
- Valid Ohio Driver’s License or ID.
- Preferred Qualification: State of Ohio CPA License.
- Managerial principles and financial management practices.
- Budgeting principles and GAAP.
- Governmental Accounting Standards Board (GASB) principles.
- Internal financial control practices and applicable laws and regulations.
- Automated financial systems and report preparation techniques.
- Monitoring and evaluating employee performance.
- Managing financial operations and implementing procedural improvements.
- Preparing and analyzing financial statements and reports.
- Organizing and presenting complex financial data.
- Applying federal, state, and local laws and regulations.
- Effective communication and interpersonal interactions.
