JOB DESCRIPTION

THOMASVILLE CITY BOARD OF EDUCATION COORDINATOR OF SPECIAL EDUCATION

RESPONSIBLE TO: Superintendent

QUALIFICATIONS:
1 . Master's degree in special education from an accredited college or university preferred not required.

2. Approved Alabama certification for the position.

3. Three years of teaching experience in special education.

4. Master's degree in Educational Leadership from an accredited college or university preferred not required.

5. A valid Alabama driver's license is preferred.

5. Provide own or have access to appropriate transportation to meet job

DUTIES AND RESPONSIBILITIES:
1 . Implement and coordinate the plan as approved by appropriate local, state and federal agencies to identify and place exceptional students in a program of studies that most effectively meets their individual needs.

2. Write a grant proposal to receive Title VI-B funds as available.

3. Plan and administer the yearly budget for special education.

4. Gather necessary data and write evaluation reports along with other reports related to student enrollment, transportation costs, student services, and excess special education student expenditures.

5. Negotiate necessary support contracts prior to the opening of school each year.

6. Assist with implementing the personnel function as it relates to special education.

7. Coordinate in-service and staff development programs for special education teachers, regular classroom teachers, principals, and special education aides.

8. Assist special education teachers in selecting materials.

9. Coordinate transportation arrangements with the Director of Transportation for hearing impaired, vision impaired, EC students, etc., attending classes out of the zone.

10. Coordinate, with the Director of Maintenance, specialized items for elementary special education classrooms.

1 1 . Coordinate the schedules of support specialists, including psychometrics, emotional conflict specialists, LPNs, homebound teachers, and speech therapists.

1 2. Plan class rolls in cooperation with local principals for all students identified as exceptional.

1 3. Coordinate with community agencies such as Head Start, Mental Health agencies, and other appropriate agencies to provide services for students.

14. Monitor IEPs to insure completeness and signatures and attend meetings with parents and special education teachers when needed.

15. Coordinate efforts with other staff members relative to the qualifying of students for special education alternative or adjustment school.

16. Coordinate, monitor and/or direct RTI

17. Attend meetings that involve the support, assistance, and/or concern of handicapped youth.

18. Attend ALL special education training and conferences provided by the state and

ALACASE

19. Attend a Multi-Needs meeting in your county

20. Coordinate projects with colleges and universities that include placement of student teachers, student practice, grant proposal activities, and other related efforts.

21. Participate in appropriate local, state, and national professional meetings and organizations.

22. Make contributions to the public information program as it relates to special education through the media, and by speaking to PTAs, civic groups, and interested clubs.

23. Coordinate special projects that support special education such as Special Olympics, local and district SPELLATHON, Vocational Education and Vocational Rehabilitation

24. Work with the Board attorney in matters related to due process hearings or concerns of the Alabama Developmental Disabilities Agency.

25. Work with the Juvenile officer concerning adjudicated youth in your school.

26. Serve as the System Test Coordinator

27. Plan, coordinate and monitor the systems Response to Intervention (Rtl)

28. Oversee the school counselors, building test coordinators and building 504 intake officers.

29. Assume other reasonable and equitable job-related duties assigned by the immediate supervisor.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1 . Competency in coordinating and supervising elementary special-education programs.

2. Knowledge of child development, the psychology of learning and curriculum development.

3. Knowledge of the characteristics of children with disabilities.

4. Knowledge of all areas of special education.

5. Knowledge of public relations in the System and community.

6. Personal qualities include creativity, mature judgment, resourcefulness, and organizational skills.

7. Knowledge of local, state, federal laws as they pertain to special education services.

8. Effective written and oral communication skills.

9. Ability to use microcomputers to perform word processing tasks and maintain records.

1 0. Mobility and visual acuity to make on-site visits as needed to improve the Elementary Exceptional Education Program in the schools.

JOB GOAL:
To plan, organize, and implement all phases of the Exceptional Education Program.

EVALUATION:
Job performance for tenured personnel will be evaluated by the immediate supervisor based on Board policy. Non-tenured personnel will be evaluated annually.

APPEALS:
An employee who is not satisfied with his/her evaluation shall seek recourse by following the grievance procedure.
