Job Description: The selected candidate will work as a Contracts and Acquisition Analyst supporting Threat Systems Management Office (TSMO) at Thompson Gray. Responsibilities include working CRPs, SOWs, CDRLs, and tracking program status for assigned contracts and task orders.
Full-Time/Part-Time: Full-Time
Worksite details: Onsite (Redstone Arsenal). Some telework may be allowed.
Duties will include:
Under the direction of the COR, employee will draft, review, and edit required Contract Requirements Packages (CRP) documents for predominately task order procurements. Documents include, but are not limited to, statements of work/performance work statements, Contract Data Requirements Lists (CDRL), Independent Cost Estimates, funding details (including 1095 forms), and Technical Evaluations. Occasional assistance required for documents associated with the parent contract for the task order(s).
Prepare and present weekly contract status and financial data points (i.e. average monthly burn rates, burn out dates, future projections for incremental funding) for multiple external customers/billpayers.
Responsible for building and maintaining strong relationships with external customers. Requires excellent communication to establish rapport with billpayers to ensure timely receipt of funds to continue contract performance.
Familiar with / understands FAR / DFAR requirements as well as determining if a requirement falls within scope of the applicable contract vehicles.
Operate in conjunction with ACC-Redstone, specifically the Secure Environment Contracting (SEC) cell. All contracts/task orders for this position are handled on a manual basis.
Assist CORs and Project Directors, as applicable, in monitoring and revising program strategy, documentation, and schedules when needed.
Track program status as it relates to the contract/task order. Also evaluate operational and technical alternatives, perform risk assessments, and support integrated product teams on a recurring basis.
Analyze and review contract action requirements with CORs and Project Directors, as applicable, to ensure requirements are in compliance with applicable laws, regulations and policies.
Track all contract and sub-contract activities across multiple branches and product teams. Maintain status of ongoing, upcoming, and future contract actions.
Participate in meetings and management reviews providing contract action updates and potential schedule impacts to CORs, Project Directors, and other government personnel.
Provide contractual and financial recommendations, including the appropriate type of funds for the contract and required work (O&M, RDTE, Procurement).
Monitor/track and provide analysis of financial execution of multiple programs.
Position Requirements:
BS in Business or Contract Management, Finance, Supply Chain Management, or related field.
An ACTIVE Secret Clearance with the ability to obtain TS SCI.
Minimum 5 years of experience in DoD acquisition management, contract management, program management, and/or relevant military experience. Experience with task orders contracting and/or procurements of $50M or less is a plus.
Strong FAR / DFAR expertise is a plus.
DAWIA certification, Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM) are a plus.
Must be familiar with annual spend plans, program priorities, various appropriations, and understand how to read lines of accounting (LOAs).
Excellent Microsoft Office skills.
Outstanding verbal and written communication skills. Ability to clearly communicate with all levels of an organization to include senior military and government civilian personnel.
Ability to think strategically and be comfortable working in a fast paced, high visibility environment.
Ability to work independently, but also closely interact with other team members as necessary.
Exceptional attention to detail.
Excellent organizational and time management skills, including ability to prioritize work and meet deadlines.
