Job Description
The Financial Analyst will support financial services at the U.S. Department of Veterans Affairs. The Financial Analyst will be responsible for supporting the implementation, training and sustainment of a Momentum Enterprise Resource Planning (ERP) system. Responsibilities will be specific to the tasks performed in the Financial Services Center (FSC) of VA including financial management, accounting and financial systems (Momentum) support. This includes adapting current business processes, transitioning users to the new system functionality, modification of organizational structure, improving the workforce's skillsets to best operate and sustain the new financial management processes, and development and delivery of responsive training.
The Financial Analyst must have experience with financial management and VA business processes including executing financial processes, performing accounting and audit transactions, re-engineering processes where needed, drafting relevant policies, working with VA organizations with adherence to those processes and policies, and pulling metrics to track adherence. The Financial Analyst will work with stakeholders to understand business challenges, collect and document requirements, and develop solutions to standardize processes. They will define, promote, and utilize best practices and serve as a functional subject matter expert for the migration to a new Momentum ERP.

Required Skills
- US Citizen (NO EXCEPTIONS)
- Bachelor's degree
- 10 years Department of Veterans Affairs, Financial Management and/or Accounting experience
- Existing SECRET security clearance
- Experience with financial management, execution, analysis, business process improvement, process mapping, systems migration, project management and/or consulting for Federal government clients.
- 5 years Veterans Affairs Financial Services Center (FSC), Financial Management, or Systems Implementation experience including:
- Obligations, collections, payments, accruals, unmatched and unliquidated transactions, invoice processing, sales orders, contract actions, travel card, service level agreements, financial statements, or other accounting tasks
- Service desk, call center, help desk, case management or other CRM activities
- Internal controls, reconciliation, risk assessments, statements of assurance audit remediation or other audit tasks
- Experience with crafting policies, memorandums, process design documents, process mappings, or Standard Operating Procedures (SOP)
- Ability to resolve issues and present solutions to senior leadership using "what if" drills, briefings, issue papers, resource reallocation, analysis of alternatives, etc.
- Collaborate with other agencies, military personnel, civilians, and contractors to develop and publish policies, processes, procedures, change management, training and other collaboration projects.
- Exercises creativity and competence providing recommendations to achieve both short- and long-range goals, provide alternative course of actions and evaluate progress/results of complex manpower and resourcing issues.
