What are the responsibilities and job description for the Program/Project Manager (Navy/DoD) position at THOR Solutions, LLC?
Typical Responsibilities:
- Lead overall program/project execution for one or more government programs, while ensuring completion of tasking and contractual requirements as efficiently and effectively as possible.
- Develop and adhere to delivery schedules and Plans of Action and Milestones (POA&Ms) to ensure customer deliverables and reporting requirements are met and to delegate/coordinate work within the project. Monitor progress and performance against these plans.
- Manage and coordinate direct and indirect employees supporting contract execution and THOR corporate activities.
- Evaluate and approve decisions that substantially impact the scope, budget, or schedule of the program.
- Regularly review status of the program and customer deliverables with internal and external stakeholders.
- Track program financial data, manage program invoicing and funding, and generate reports.
- Continually interface with Government customers on a working level to ensure quality and expectations are met, and proper procedures are followed per the customer’s instructions.
Location: Hybrid. At least 2-3 days/week onsite at THOR’s Virginia Beach, VA office. Remaining time can be remote.
Travel: Up to 10% travel is anticipated, including travel to other THOR or customer locations.
Security Clearance Eligibility Required: This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (highly preferred); OR be eligible for a new Secret security clearance prior to start.
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Some direct-reporting personnel work in warehouse, industrial, waterfront, or shipboard locations. Supervisory functions will require visiting and traversing these locations.
Typical Knowledge, Skills, and Abilities:
- Bachelor’s degree in a technical or business discipline.
- In lieu of a relevant Bachelor’s degree, other combinations of relevant credentials may be considered such as: a lesser degree, a Project Management Professional (PMP) certification, additional years of management experience, or additional years of military leadership experience.
- At least five (5) years, and ideally at least ten (10) years, of progressive, relevant business and program/project management experience. Ideal experience will have been obtained by managing Navy or Coast Guard programs/projects (or other DOD equivalent programs/projects). Examples of ideal experience include:
- Operating a portfolio of DoD and/or Maritime (e.g., Navy, Coast Guard, Military Sealift Command) programs in services-based environments comprised of multiple contract types (e.g., CPFF, CPIF, FFP, T&M).
- Performing personnel and/or project leadership roles while serving in the military.
- Managing and growing all aspects of a business unit successfully, including customers, people, programs, financials, and new business.
- Working and negotiating with customers to secure program portfolio growth through modifications, re-competes, takeaways, and new business.
- Experience leading a geographically distributed workforce supporting a diverse set of technical requirements in multiple disciplines and markets.
- Engaging daily with company C-Suite and extensive experience with military, government, and contractor senior executives.
- Demonstrated experience managing and directing diverse task teams in a dynamic environment.
- Experience developing project schedules, performing resource planning, and monitoring and tracking tasks and expenditures against baseline budgets.
- Experience interacting with Government customers and contractor/subcontractor peers to maintain smooth operation of programs/contracts.
- Experience or skills that demonstrate the ability to work as part of a large team using various forms of technology (e.g., phone, email, Microsoft Teams).
- Proficient with common productivity software including the Microsoft Office suite.
- Strong interpersonal & leadership skills, and the ability to work with & oversee a team of peers and subordinates.
- Excellent communication skills.
