The Lead Hazard Program Manager oversees the development and implementation of Three Rivers Public Health Department (3RPHD)’s Lead Hazard Reduction Program, an initiative under HUD’s Lead Hazard Reduction Capacity Building (LHRCB) Grant Program. This role is responsible for leading this initiative, building the capacity of 3RPHD to identify and control lead-based paint hazards, and preparing the department for future full-scale Lead Hazard Reduction Grant applications.

Essential Job Functions:

Program Leadership and Development

  • Manage the implementation of the Lead Hazard Reduction Capacity Building Program, ensuring all aspects of the grant align with HUD requirements.
  • Establish infrastructure and systems to evaluate, prioritize, and remediate lead hazards in high-risk residential units.
  • Develop and implement procedures for program recruitment, case management, and remediation work.

Stakeholder Engagement

  • Build and maintain partnerships with local churches, parish nurses, community hospitals and clinics, and nonprofit organizations.
  • Collaborate with contractors and community partners to recruit and prioritize housing units in high-risk zip codes and Disadvantaged Communities Census Tracts.

Case and Project Management

  • Oversee lead hazard control evaluations and remediation activities.
  • Manage project coordination with property owners, contractors, and tenants.
  • Facilitate temporary relocation for residents, as needed, during remediation work.
  • Track progress and maintain records of lead-safe housing units created through the program.

Community Outreach and Education

  • Conduct public awareness campaigns to educate the community about the dangers of lead-based paint and childhood lead poisoning.
  • Organize outreach events in collaboration with partner organizations to promote program participation.

Compliance and Reporting

  • Ensure compliance with all HUD, state, and local regulations, including risk assessment, remediation, and clearance requirements.
  • Leverage Neighborly Software, a cloud-based platform, to streamline the administration of government-funded programs, ensuring accurate setup and optimum functionality.
  • Document program outcomes and submit timely reports through HUD-approved systems.
  • Monitor grant benchmarks, expenditures, and outcomes to ensure program success.

Other Duties

  • Oversee the procurement process for contractor services.
  • Support administrative tasks related to the grant program.
  • Represent the program at community and stakeholder meetings.
  • All other duties as assigned.

Preferred Talents:

  • Proven ability to manage grants, build partnerships, and oversee projects.
  • Excellent communication, organizational, and project management skills.
  • Proficiency in grant management systems such as HHGM.

Qualifications:

  • Bachelor’s degree required.
  • Three (3) to five (5) years of experience in lead hazard control, construction, public health, or related fields.
  • Familiarity with HUD-funded programs and capacity-building initiatives preferred.
  • Must complete Lead Safe Work Practices training within a reasonable timeframe, if not previously certified.
  • Must obtain Lead Risk Assessor certification within six (6) months of hire to ensure compliance with program requirements and regulatory standards.
  • Must obtain a Lead Abatement Supervisory certification within six (6) months of hire to ensure compliance with program requirements and regulatory requirements.

Working Environment

While performing the duties of this job, the employee must possess the ability to work in both office and field settings, including exposure to hazardous materials and adverse weather conditions. The noise level in the work environment is usually moderate.

Job Type: Full-time

Pay: $55,000.00 - $65,000.00 per year
