What are the responsibilities and job description for the Program Manager/Director position at THRIVE Santa Ana?
THRIVE Santa Ana is a community land trust with a mission to achieve equitable economic development, led by Santa Ana residents. THRIVE supports the inter-generational leadership of neighborhoods and people who have historically been excluded from decision-making. Low-income renters, immigrants, youth and others are encouraged to share their vision and build their capacity for neighborhoods that are healthy, inclusive, and affordable.
We are hiring a Program Manager or Director who will be responsible for implementing THRIVE’s various programs including planning of membership meetings, overseeing construction and development on THRIVE property, and executing initiatives in THRIVE’s various grants such as the USDA Increasing Land, Capital, and Market Access Program. The Program Manager or Director will also assist THRIVE in developing project management that will increase transparency and accountability across the organization and ensure programs are executed in a timely and fiscally-responsible manner. The position reports directly to the Executive Director.
PRINCIPLE ROLES AND RESPONSIBILITIES
Note: THRIVE may alter the roles and responsibilities below depending on which position the candidate is hired for (Program Manager or Director).
- Manage THRIVE’s programs identified in existing grant agreements including:
- United States Department of Agriculture (USDA) Increasing Land, Capital, and Market Access Program
- California Department of Economic Development Community Economic Resilience Fund (CERF)
- California Strategic Growth Council Climate Resilience Center
- Create systems for project management to increase transparency and accountability across THRIVE’s various programs and ensure programs are executed in a timely and efficient manner that is fiscally sustainable.
- Organize and plan THRIVE meetings and events including Membership meetings and community forums.
- Oversee development activities on THRIVE properties including community engagement, design development, and construction management.
- Act as property manager of THRIVE property including tenant and resident services, collecting rent and fees, paying property expenses, advertising vacant properties, inspecting properties and resolving property complaints and issues.
- Cultivate existing relationships with vendors with the goal of ensuring sufficient space and resources, and access to services.

- Understanding of the complex realities faced by renters, low-wage workers, and migrant communities, as well as a commitment to building leadership with these communities
- Strong personal organization, planning and time-management skills
- Strong written and good interpersonal communication skills, attention to detail, and ability to manage multiple tasks regularly
- Ability to use e-mail, social media, applications such as Microsoft Word, and online applications such as Google Drive, Google Docs, and Google Calendar, Canva, other design and/or database applications
- Effective communicator and decision-maker

PREFERRED
- Relevant years of work experience:
- Manager: 2 years
- Director: 5 years
- Bachelor’s Degree
- Significant expertise and familiarity with the Community Land Trust model and community development
- Lives in Santa Ana or has several years of experience working with BIPOC communities similar to Santa Ana
- Knowledge of issues related to community lands, gentrification and displacement, and the crisis around health, housing, and the lack of community spaces in Santa Ana and Orange County
- Familiarity with local history, city/neighborhood geography, local organizations, political landscape, land use issues, etc
- Experience with just transition values and non extractive economic models is strongly desired
- Access to a vehicle or other mode of transportation
- Bilingual; excellent verbal skills in English, Spanish, or other languages common in Santa Ana
- Experience with translation and interpretation in Spanish and English
