Land Surveyor Trainee, NS:

Eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by the New York State Board for Engineering and Land Surveying (proof of eligibility required).
Assistant Land Surveyor, Grade 20:
Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Surveying Examination or successful completion of 52 weeks of service as a Land Surveyor Trainee and successful completion of the Fundamentals of Surveying examination.

Note: As a Land Surveyor Trainee, you will serve a 24-month traineeship that leads to Assistant Land Surveyor, Grade 20. To advance to Assistant Land Surveyor, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to Assistant Land Surveyor is possible if you have obtained your FS and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing the FS. You may receive an increase in salary upon obtaining your FS. Information about this increase will be provided by the appointing authority.
Under the general direction of the Professional Land Surveyor, located within the Design Support Services Bureau, the Assistant Land Surveyor will assist with management and administration of the increasing activities assigned to the Survey/Right of Way (ROW) Unit.
The Assistant Land Surveyor manages and coordinates all land use within the NYS Thruway Authority-wide.
Coordinates, and directs the activities of survey crews engaged in activities involving surveying and mapping for Thruway and Real Property Transactions such as surveys to identify permit and lease areas, transfers of jurisdiction to other State Agencies, and abandonments and sales.
Reviews, and coordinates the review of maps, reports, studies, and analyzes related findings withing the Unit.
Makes recommendations for appropriate action regarding legal questions or administrative policy; Ensures that the Thruway Administrative policies, procedures, and directives, as they apply to real property, are followed.
Conducts Unmanned Aerial System (UAS) flights – also known as drone flights – under the requirements for operation of these systems and provides support to all other internal and external operators of UAS systems which conduct flights over Authority lands, or within adjacent secure limited areas of the NYS Thruway Authority system.
Will perform field survey work including boundary and topographic locations of features, process survey data, and prepare mapping to document findings.
Administers the coordination and preparation of appraisals for leases, sales, and other real estate transactions.
Develops a system for maintaining boundary lines of Thruway lands; furnishes maps, survey reports, inspection reports and other data necessary in closing titles.
Inspects and/or supervises the inspection of the site of any requested land use affecting any lands within the Thruway system.
Counsels and instructs crews on technical matters and problems.
Reviews petitions; acts as technical adviser to the Legal Department regarding land use; prepares reports and recommendations; and acts as technical adviser in preparation of recommendations pertaining to rights of the Thruway Authority and private corporations and individuals regarding roads, flooding, utility lines, boundary disputes, trespass, occupancy, and other factors affecting the New York State Thruway Authority.
Assists the Attorney General's Office in case preparation in claims bought against the NYS Thruway Authority and may testify as an expert witness in said claims.

Vacation, Sick and Personal Accruals.
Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period.? Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.?
Employees with 20 years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits.? Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.

Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.?
