Thurston County Public Works is recruiting for an Administrative Services Manager to join our dynamic, energetic, and innovative team. The successful candidate will be responsible for all administrative functions within the Public Works department, including, but not limited to, human resources, training, policies and procedures, records management and public records requests, computer automation, and other assigned administrative support operations. This position also provides highly responsible and complex assistance to the department director.

Essential functions may include, but are not limited to, the following:

  • Develops, oversees, and supervises department administrative functions, which include administrative support staff, records management, public records requests, and training. Coordinates public records requests, ensures implementation of policies and procedures, and customer service activities.
  • Provides guidance and support in organizational structure and development. Works with managers in determining number and types of positions needed to accomplish department goals. Assists in defining organizational structure and roles of divisions, work units, and positions, determines need for additional staff and prepares justification for new and reclassed positions.
  • Directs the selection, supervision, and evaluation of assigned staff; develops and manages operation manuals, establishes work rules and performance standards; ensures compliance of department's performance evaluations and employee development plans, conducts or oversees performance evaluations and initiates and implements disciplinary actions as warranted.
  • Collaboratively works with division managers and the county Human Resources Department in resolving matters regarding employee relations, labor relations, risk management, classifications, compensation, etc. Ensures office policies, procedures, and practices on personnel matters are consistent with federal, state, and county guidelines. Administers labor contracts at the departmental level and acts as a representative for the department in collective bargaining negotiations; resolves grievances, complaints and other sensitive personnel matters.
  • Guides managers on policy-related issues such as attendance, interpersonal skills, administrative deadlines and office workload matters. Determines and oversees department performance management through establishment of performance expectations, corrective action, termination, grievance prevention and resolution, and overall employee morale.
  • Serves as a customer service representative working with clients, offices, departments, other agencies, and general public to resolve issues and complaints.


Essential Personnel: This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.

WORKING CONDITIONS:

  • Work Environment – Work is performed primarily in an office environment.
  • Schedule - Monday – Friday, 8:00 a.m. – 5:00 p.m. Workload demands may occasionally require work outside the assigned work hours. Attendance at early morning or evening meetings may be required.
  • Travel Requirements – May be required to travel to meetings and conferences within or out of state.
  • Customer Interactions - Frequent interactions via phone, in-person, and video with Thurston County elected officials, leadership, staff, peers, and the public.

QUALIFICATIONS:

  • A Bachelor's degree in public administration, business administration, management, or similar related field. Additional related-experiences may be substituted for education on a year for year basis.
  • Five years of experience in a position equal in responsibility demonstrating successful management capabilities, including at least two years previous supervisory experience and budget management. Previous related experience working in a similar office environment would be preferred.
  • Must have the ability to proficiently utilize a personal computer and appropriate software to successfully perform essential functions of the position.
  • Depending upon assigned department, incumbent may be required to pass a drug screen and background investigation.

  • Strong leadership, strategic thinking, customer service, communication, and problem-solving skills.
  • Ability to apply sound judgment and problem-solving techniques to make reasoned, timely and consistent decisions and to facilitate the effective resolution of problems, grievances and complaints.
  • Demonstrated ability to provide outstanding public, intra- and inter-departmental customer service.
  • Ability to motivate and direct the work of other employees with prioritizing work assignments, organizing tasks, setting and meeting deadlines, as well as planning and managing numerous projects simultaneously.
