The Community Planning & Economic Development (CPED) department is seeking a highly motivated Compliance Unit Supervisor to lead our Compliance Team. Under the guidance of the Development Services Manager, the Compliance Unit Supervisor will lead a team of Compliance Coordinators and lead the code compliance work for CPED.
The Compliance Unit Supervisor will be joining the Code Compliance division as a leader within the Community Planning & Economic Development team, a dynamic, supportive environment where you can contribute to the efficient operations of a diverse range of projects throughout the department. Essential functions may include, but are not limited to, the following:
- Develops, coordinates and monitors work programs for the Compliance Unit. Assists in determining unit's short- and long-range planning goals and budgetary requirements. Monitors expenditures and performance against the approved budget and general cost-effectiveness standards.
- Provides immediate oversight, supervision, decision-making, evaluation, and training for assigned staff relating to the handling of violations for a variety of county land use and sanitary codes. Establishes performance expectations, evaluates performance, and recommends disciplinary action. Analyzes and resolves the most complex problems that arise and provides on-going technical expertise.
- Communicates and interacts with elected officials and administrators of other organizations at the request and on behalf of the department director.
- Develops and implements procedures to communicate with property owners regarding complaint investigations. Coordinates with other County sections and departments to assure that all complaints are handled appropriately. Evaluates and reviews work practices and processes to identify problems in an effort to improve efficiency in operations and ensure quality investigations of complaints.
- Resolves or supervises the resolution of inquiries, problems, complaints affecting availability or quality of services. Responds to the most sensitive or complex inquiries or service complaints.
- Acts as liaison between Community Planning & Economic Development Department, Environmental Health and Social Services Department, and the Public Works Department.
- Works with other section managers and technical staff, as well as the Deputy Prosecutor to ensure appropriate enforcement actions are taken.
- Testifies or otherwise provides information for administrative conferences, appeals, and court cases relating to field investigation findings, evidence gathered, and correspondence generated during an investigation.
- Performs regular compliance activities.
WORKING CONDITIONS:
- Work Environment - The work is performed in both an office and field setting. Investigations may require stooping, crawling, or climbing on a ladder. Physical ability to walk through uneven terrain, climb stairs or ladders, open vehicle doors, be able to reach, bend and crawl. Ability to communicate effectively, both orally and in writing, with a variety of agencies, groups, and individuals.
- Schedule – Work is typically performed Monday – Friday, 8:00 AM – 5:00 PM. Workload demands may occasionally require work outside normal assigned work hours.
- Travel requirements – Travel may be required to aid in compliance investigations or inspections, to attend meetings, or trainings. Customer interactions – Daily interactions via phone, in-person, and/or virtually with Thurston County staff and the public.

QUALIFICATIONS:
- Bachelor's degree in Planning, Environmental Health, Business, Public Administration, Architecture, Construction Management, Police Science or a closely related field. Each additional year of related experience or education beyond the minimum required may substitute year for year for the required minimums.
- Four years providing public service, including code interpretation in the areas of land use, building construction, environmental health, police work or a closely related field, with an emphasis on public contact. At least two of those years must have been in a supervisory capacity.
- Ability to utilize the personal computer and related software to perform word processing, information retrieval and tracking. Must have a current Washington State Driver's License.
