TIVC seeks a Communications Specialist to support the Naval Surface Warfare Center Philadelphia Division to advance Corporate Communications. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles.
The NSWCPD Office of Corporate Communications provides strategic planning and execution support of communication as a function of the NSWCPD goals and requirements. NSWCPD is also responsible for informing stakeholders of technological advances, engaging stakeholders, and promoting success stories involving NSWCPD and partners across the Naval Sea Systems Command. This communication responsibility includes collaborating with research partners across academia, industry and other government organizations. NSWCPD oversees the development, implementation and execution of the command communication strategy, which includes planning and tactics across all targeted stakeholders.
This position is onsite 20% of the time and may telework 80% of the time at a designated location in Philadelphia, PA and is contingent upon award.
- Support professional speech and feature-length writing to include ghostwriting and editing feature articles written by subject matter experts to comply with editorial standards of preferred stakeholder communication publications and platforms.
- Prepare presentations, talking points, remarks, speeches, etc. for NSCWPD leadership in support of speaking engagements to include development of messages to align NSWCPD initiatives.
- Provide timely writing, editing, and media relations command activities and special events. This includes preparing news releases, media advisories, articles, social media content, storyboards for video products, preparatory content for video interviews, response-to-query statements, communication/media plans, fact sheets, backgrounders, white papers, key messages, anticipated question-and-answer sheets, emails and public announcements or displays, event scripts, infographics, talking points, speeches, briefing materials and issue papers. Other activities include providing media style photography.
- Support internal communications, including professional journalistic writing, editing and design support. Support includes writing, editing, and layout support for the Command’s Plan of the Week, as well as publications using Adobe InDesign software. Provide similar support for other written public affairs products such as press releases and communication plans as needed.
- Support external communications, including receiving and cataloging media and public inquiries, and coordinating responses with appropriate NSWCPD subject matter experts and management. Planning and executing the release of pertinent and timely information on significant NSWCPD accomplishments for placement in media outlets valued as a credible source by Navy customers and stakeholders.
- Provide photographic support of distinct events each year, which may require local travel, portrait shots and capture of technology development, testing and demonstrations co-located with NSWCPD partners.
- Plan, coordinate, and execute all aspects of distinguished visitor tours, base tours, high visibility events, special command ceremonies, and community engagement events.
- Interact with the appropriate internal departmental leadership and external community partners to identify partnership opportunities, develop agendas that addresses expectations and supports the creation of post event action reports.

Qualifications

- EDUCATION AND TRAINING
- Bachelor’s degree in Communications or Journalism from a fully accredited institution, or mass communications specialist with Defense Information School (DINFOS) accreditation, or at least (4) four years of active duty experience as a photo journalist.
3.2 EXPERIENCE
- Minimum Three (3) years of experience in the last seven (7) years writing and publishing professional notices, letters, articles and publications.
- Ability to obtain a Secret Security Clearance which requires a minimum of US Citizenship
- Expert customer relations skills, with the ability to communicate effectively with senior level DoD and DoN officials and assist them in the process of communicating the NSWCPD message.
- Superior professional writing skills and verbal communications skills.
- Strong ability to effectively organize and track tasks.
- Ability to reside and work in Philadelphia, Pennsylvania for the duration of the contract.
