Job Summary:
The Operations Project Manager for the Hawaiʻi Disaster Management Program is responsible for leading and coordinating disaster response and recovery operations. This role involves managing project timelines, resources, and support teams to ensure effective and efficient disaster management. The Operations Project Manager will work closely with stakeholders, government agencies, and community organizations to implement strategies and plans that mitigate disaster impacts and facilitate swift recovery. They will support project groups to include eligibility, appeals, construction management, Non Congregate Sheltering, Public Assistance, Individual Assistance, Hazard Mitigation, Emergency Operations Support, Debris Management, and Right of Entry. This position will report directly to the Program Manager. This position will require travel to disaster-affected areas for extended periods of time. Ability to work in a fast-paced, dynamic environment with flexibility in working hours is highly desired.

- Develop and implement comprehensive project plans for disaster response and recovery.
- Coordinate with internal and external stakeholders to ensure alignment on project objectives and timelines.
- Establish and maintain communication channels to facilitate information sharing and coordination.
- Identify and allocate resources, including personnel, equipment, and supplies, to support disaster management operations.
- Monitor and manage budgets to ensure cost-effective use of resources.
- Ensure the availability and readiness of resources for immediate deployment in disaster situations.
- Lead and supervise multidisciplinary teams involved in disaster response and recovery.
- Provide guidance, support, and training to team members to enhance their capabilities.
- Foster a collaborative and motivated team environment.
- Oversee the execution of disaster response and recovery operations, ensuring adherence to established plans and protocols.
- Monitor operational activities to identify and address issues promptly.
- Conduct regular status updates and performance reviews to ensure project milestones are met.
- Build and maintain relationships with key stakeholders, including government agencies, community organizations, and other partners.
- Represent the organization in meetings and briefings related to disaster management.
- Communicate project progress, challenges, and outcomes to stakeholders regularly.
- Identify potential risks and develop mitigation strategies to minimize impact on disaster management operations.
- Ensure compliance with relevant laws, regulations, and organizational policies.
- Conduct post-disaster reviews to identify lessons learned and improve future operations.
- Prepare and present detailed reports on project progress, resource utilization, and outcomes.
- Maintain accurate and comprehensive documentation of all project activities.
- Use data and insights to inform decision-making and continuous improvement efforts.
- Strong leadership and team management skills.

- In-depth knowledge of disaster management principles and practices.

- Education: Bachelor’s degree in Emergency Management, Public Administration, Business Administration, or a related field. Master’s degree preferred.
- Experience: Minimum of 10 years of experience in project management, with at least 3 years in disaster management or emergency response operations.
