Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
The CCWC Accountant will provide college-wide financial management, reporting, and supportive services for externally funded sponsored programs, grants, contracts, and subcontracts in compliance with federal, state, VCCS, and college regulations, policies, and procedures for workforce development financial activities on behalf of the Community College Workforce Cooperative (CCWC). To ensure appropriate application of AICPA, GASB and grant reporting standards are adhered to. To serve as the financial liaison between internal departments, CCWC, and external agencies ensuring timely and accurate reporting and financial management of sponsored funds while also providing resolution of grant related financial issues.
This position will ensure financial integrity and compliance with federal, state, local and other program regulations and guidelines. To manage and oversee business processes and financial transactions related to the support, recording, compliance and reporting of sponsored programs by reviewing and approving all goods and services; ensuring accurate posting to general ledger, managing appropriation, allotment and cash; reconciling financial information; preparing internal and external budget and financial reports.
This position will require a Credit Check in addition to criminal history and reference checks.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Considerable knowledge of generally accepted accounting principles and fund accounting
- Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and reports
- Demonstrated ability to interpret complex policies and made good sound decisions.
- Good organizational skills
- Experience using integrated financial reporting systems
- Demonstrated ability to assemble, analyze, review and prepare financial reports and statements involving a variety of financial data from various sources.
- Effective verbal and written communication skills
- Ability to interpret and apply policies to financial data
- Advanced skills in word processing, spreadsheet, and database software
- Good interpersonal skills and ability to collaborate with a wide range of constituents
- Experience with governmental accounting and/or grant/contract accounting in a higher education environment.
- Experience using Oracle Peoplesoft, Administrative Information System and/or Commonwealth of Virginia System.
- Advance training in grant/contract accounting, indirect cost plans and federal cost principles.
- Knowledge of and work experience applying the Cash Management Improvement Act to effectively manage federal funds.
