As an Office Specialist 2, you will be part of a dedicated team working to promote and protect the health of ALL people in Tillamook County.

INTRODUCTION
The Tillamook County Health and Human Services Department (HHS) includes the Community Health Center Primary Care Clinics, Dental, Behavioral Health, and integrated Public Health. This is a dynamic department with a fast-paced environment serving diverse populations.
The Office Specialist 2 with the Health and Human Services (HHS) department performs assignments that may require a broad knowledge of a variety of areas OR intense, specialized knowledge in a single area. The work consists of independently performing a full range of standard and non-standard clerical assignments and resolving a variety of non-recurring problems.
(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)
- Acts as registration staff for all medical providers located in the clinics throughout Tillamook County: Tillamook and Rockaway.
- Add, update and maintain current patient information in the EPIC or in a similar electronic Health Records database.
- Provide information to patients regarding patient rights and responsibilities, fee discount schedules, and insurance benefits.
- Ensure clients seeking services have completed the required medical forms. Provide assistance if necessary. Verify that the information which has been supplied is correct and current.
- Use a broad understanding of health care resources to conduct intake interviews and screen new patients for program eligibility, discount scheduling, and to identify barriers to accessing services.
- Processes medical records requests, subpoenas, and various requests from insurance companies.
- Receive, open, date stamp, and distribute mail, reports, requests, or files when recipient is easily determined. Package and mail specimens and perform required record keeping.
KNOWLEDGE, SKILLS, ABILITIES
Extensive knowledge of rules, procedures, and operations of business practices to perform the more complex, interrelated, or one-of-a-kind clerical processing procedures.
Skill in the use of various software systems such as word processing, spreadsheets, and databases.
Skill in the operation of office equipment such as copiers, printers, scanners, and shredders.
Able to make independent decisions under general guidelines.
Able to communicate effectively in oral and written form.
Able to prioritize own work and provide backup assistance to other staff positions.
Able to courteously meet and deal with other employees, vendors, outside agencies, and the public.
QUALIFICATIONS
Two years of progressively responsible office or clerical experience with six months in the program or general area in which the position is located, i.e., health care. Two years of education above the high school level may be substituted for experience. If the operation of a motor vehicle is required, the employee must possess a valid Oregon driver's license and maintain an acceptable driving record.
SUPERVISORY CONTROLSPositions at this level perform varied work assignments, make decisions, and take action under minimal supervision.
GUIDELINES
Extensive guidelines in the form of instructions, manuals, regulations, statutes and procedures apply to the work. The employee must use judgment in locating and selecting the most appropriate guideline for application to the circumstances of the case at hand.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is performed in an office environment and is generally sedentary. Some positions may require kneeling, light lifting and carrying, pulling, pushing, reaching, walking, or extended periods of standing or sitting. Work may be performed in a setting with frequent distractions and interruptions.
