Position: Operations Superintendent - Roads

On Call: 24 Hours a Day, 7 Days a Week
INTRODUCTION
This classification performs a variety of supervisory and management functions for the general construction and maintenance of County roadways, bridges, solid waste sites and other related facilities.
(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed duties.)
- Manages the operations component of the road department. Oversees the road and shop supervisors; Supervise Public Works staff in absence of Director.
- Schedule personnel, equipment and materials to accomplish work assignments of the road crews.
- Manage contracted maintenance work such as weed spraying, mowing, brushing, beaver removal, etc.
- Train or provide training for staff in the proper use of all maintenance equipment and operations.
- Monitor budget expenditures, cost accounting, overweight/over dimension permits, Oregon State Fire Marshal reports, safety data sheets, and insurance schedules.
- Provide data and suggest priorities for budget development.
- Manage prioritization systems such as grading, mowing, chuckhole repairs, pavement preservation, capital improvement projects, etc.
- Manage the operation of maintenance yards and pit & stockpile sites. Coordinates work activities with other departments and agencies.
- Meets with citizens to discuss and evaluate their requests for services from the Public Works Department.
- Monitor safety compliance of road crew staff.
- Responsible for personnel training and certification for equipment and activities.
- Perform, manage or direct emergency repairs and maintenance whenever necessary, as assigned. This may require manual labor such as flagging traffic, digging ditches, cleaning culverts, cleaning road shoulders, repairing bridges, operating chainsaws, cleaning roads and properties, cutting and disposing of brush, setting chokers, removing trash and debris, etc.
Knowledge: Thorough knowledge of appropriate tools, equipment methods, materials and procedures used in road construction and maintenance. Knowledge of safety measures to avoid accidents and prevent damage to equipment.
Abilities: Able to communicate effectively in both oral and written forms; supervise and lead staff; make decisions independently in accordance with established policy, establish new policies when applicable, and use initiative and judgment in carrying out tasks and responsibility; utilize problem identification and resolution techniques; adjust to priority changes, remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, public agencies, contractors, engineers, consultants, vendors, committees, and the public. Able to understand of engineered plans and specifications for the construction of road and storm drainage facilities and to perform basic calculations to control projects.
High School or equivalent education plus 10 years' experience in road construction and maintenance; education beyond high school may substitute for some experience; OR any satisfactory combination of experience and training. Three (3) of the ten (10) years (above) must include management and/or supervisory experience. Requires Class A commercial driver’s license with air brake to regularly operate the full range of medium and specialized heavy equipment. Tanker endorsement preferred. Must possess a valid Oregon driver’s license and maintain an acceptable driving record. Must reside within a 45-minute response time to the City of Tillamook; the position is on-call 24 hours a day, 7 days a week.
This classification works under the supervision of the Public Works Director, and directly supervises Road District Foremen and Shop Lead. The employee works independently in administering a complex area of responsibility and confers with supervisor for professional advice. Discretion is required in applying general goal and policy statements, in development of recommendations, policies and procedures and in resolving program problems. Work is accomplished within a broad framework, with authority and responsibly in area of service. Periodic reviews of work performance are conducted in terms of expected results.
Work is performed within departmental policy and procedure; federal, state, county statutes, rules, regulations and ordinances; personnel rules; union contract; various administrative reference material; accounting references; office management reference material. Employee uses seasoned judgment, initiative, and experience to interpret and choose between alternative guidelines. Employee contributes to the development of new guidelines.
Work requires sustained lifting of 30-50 pounds and a high level of stamina for sustained, strenuous exertion. Work requires bending, climbing, crawling, stretching, pulling, pushing, standing, twisting and walking. There is common exposure to dust, pollen, poison oak, traffic, fumes, hot asphalt and oils. There is frequent exposure to situations where there could be injury or loss of life due to moving equipment and/or traffic. The risk can be substantially controlled but not eliminated by safety precautions. Work is performed in adverse weather conditions such as snow, rain, flooding, summer heat, etc. Extensive driving is required.
