The Need: Director of Global Anti-Child Exploitation Impact, Training & Operations
Over the past four years TTF has stepped further into the fight against human trafficking and child exploitation, knowing that the scale of harm needs as many people attacking it as possible. We have developed strong relationships with US and international law enforcement, leading non-governmental organizations, and international partners leading the fight in victim identification, child exploitation, and human trafficking investigations. As we grow and expand our efforts to build operational capacity and increase the number of children identified and safeguarded, we are seeking a Director of Global Anti-Child Exploitation Impact, Training & Operations.
This position reports to the VP of Anti-Human Trafficking and Child Exploitation and will be responsible for developing relationships globally with international law enforcement partners and executing on global strategies to support international law enforcement child exploitation and victim identification efforts. This role will design and coordinate multiple high-level, multi-nation, multi-agency collaborative operations around the globe. The right candidate for this role must demonstrate cultural competence, subject matter expertise in child exploitation or victim identification, have experience operating in high-level diplomatic environments, have expert knowledge of the law, and maintain the highest ethical character.
This position will require extensive travel and will be based in Jacksonville, FL.
Responsibilities:
Team Leadership and Management
- Support the VP of AHT & CE in providing strategic direction and planning to a small team of dedicated TTF staff executing multi-national operations, while also providing mentorship and development to the team.
- Develop strategies with global partners to enhance international law enforcement efforts to manage large volumes of data and triage cases to prioritize, identify and protect children in harm’s way.
- Provide international law enforcement partners with access to mental wellness resources and trauma informed practices, including best practices for victim interviewing, safety planning and the impact of trauma both for survivors and first responders.
Program Strategy & Implementation
- Design and implement a global strategy in partnership with US attaché offices, embassies, UN partners, and international federal and local police to respond rapidly to the needs of new and existing victims in their jurisdictions who need immediate intervention.
- Identify gaps in police response specific to each country’s needs and develop strategies to mitigate obstacles and overcome challenges.
- Prioritize both the identification and protection of victims in each country as well as develop strategies to attack the demand for exploitation and abuse.
- Represent TTF at high-level meetings to galvanize international participation and resource commitments for law enforcement efforts in underserved and underdeveloped nations.
- Develop the political will, endorsement, and resources from key government and law enforcement partners for a strengthened law enforcement response.
- Evaluate the effectiveness of TTF initiatives and redesign and pivot quickly as needed.
- Provide subject matter expertise and guidance to partners and TTF leadership.
Capacity Building
- Identify country gaps and develop recommendations to remedy these challenges on a country-by-country basis.
- Continually update TTF’s working knowledge of international diplomatic frameworks, regulations, laws and ethical requirements that impact our work, especially in countries where conflict zones may be active.
- Coordinate safeguarding, safety planning, and survivor care efforts in countries with active operational activities.
- Ensure the safety and security of TTF’s team when traveling.
- Stay current on new and emerging technology which can enhance the work of global investigative activities and training opportunities in the field.
- Oversee a monitoring and tracking system for activities in the department.
Network Relationships
- Increase the number and quality of network relationships across the tech sector, law enforcement, UN bodies, and civil service organizations engaged in combatting human trafficking and child exploitation.
- Develop and cultivate effective working relationships with the leadership and key government officials of countries where TTF has invested support and operational activities.
- Work in a cross-departmental way to raise awareness about the needs of exploited children and increase the subject matter expertise of TTF staff and the public at large through strategic engagements and advising the team’s social media campaigns.
- Develop a “Child Rescue” corps of seasoned volunteer coders, with experience in law enforcement environments, who can travel to countries with the goal of alleviating their big data challenges.
- Seek out innovative solutions to some of the most vexing challenges in the child exploitation and human trafficking space.
- Maintain close professional relationships with global partners.
Case Development
- Assist international law enforcement partners with creating victim centered investigations with the goal of increasing country sustainability.
- Assist partners in the design of appropriate victim-centered training materials and operational activities.
- Maintain the highest ethical standards in training and execution of investigative strategies.
Laws and Regulations
- Stay current with all existing and any new changes to international privacy, data and investigative regulations, and the law, on a country-by-country basis. Advise nations where operational activity occurs on best practices, and model policy.
Donor Relations
- As needed, participate in donor meetings and activities with TTF leadership team.
- Perform other related duties and tasks as assigned by the Vice President of Anti Human Trafficking and Child Exploitation.
Qualifications:
Education & Experience
- Bachelor’s or advanced Degree in a relevant discipline preferred; but comparable law enforcement experience and expertise is also highly valued.
- Minimum 15 years of experience as a criminal investigator for child exploitation or victim identification investigations or combined investigative and administrative management experience planning training or leading investigative teams.
- Experience in international law enforcement or law enforcement adjacent environments.
- Experience in project management and program implementation within the government sector, NGO or private sector.
- Experience leading and managing international and/or cross-cultural teams preferred.
Technical Competencies
- Experience, with preferred expertise, in current low-tech and high-tech investigative tools including facial recognition, OSINT, and other tools specific to child exploitation and victim identification investigations.
- Experience in planning, organizing, and implementing law enforcement capacity building or police reform efforts.
- Understanding of law enforcement theories and methodologies such as community policing, problem-oriented policing, intelligence-led policing, etc.
- Experience preparing plans at the strategic, tactical, and operational levels for investigative activities and operational security.
- Strategic planning skills and experience.
- Analytical skills: ability to assess, understand, and iterate creative solutions to complex problems.
- Leadership, team building, mentoring, coaching, consulting, and training skills.
- Experience using digital forensic analysis equipment and programs and other investigative programs and tools preferred.
- Proficiency with Microsoft Office applications, particularly Outlook, Word, PowerPoint and Excel.
