What are the responsibilities and job description for the Part-time Emergency Services Training Coordinator position at Tioga County?
: Part-time, hourly (with limited potential for overtime).
: 15-20 hours per week, may include evenings and weekends. (potential for emergency activation 24/7/365)
The Emergency Services Training Coordinator functions under the Department of Emergency Services (TCDES) and supervises the education, certification, and delivery of continual training and exercises. The position also facilitates the long-term planning and implementation of training and exercise strategy, goals, and objectives for Tioga County and includes participation with the North Central Task Force (NCTF).
· Surveys local Emergency Management Coordinators, Emergency Medical Service (EMS), Fire/Rescue, and Law Enforcement agencies to identify and prioritize countywide training goals and objectives.
· Assists in the development of the annual public safety training schedule for each upcoming year, in congruence with Tioga County’s Integrated Preparedness Plan (IPP).
· Assists in the implementation of the IPP by planning, budgeting, contracting, scheduling, advertising, and registering students for, and monitoring the evaluation of, its courses & exercises.
· Staff the Emergency Operations Center (EOC) during activations.
· Represent Tioga County Emergency Services on committees and councils related to training and exercises or other Emergency Management areas as required.
· Coordinates regular Continuing Education (Con-Ed) for Elected Officials, EMA, EMS, Fire/Rescue, and Law Enforcement. Including, using the Training App and the Tioga County Emergency Services Facebook page to post and update trainings.
· Represent Tioga County on the North Central Task Force (NCTF) Training and Exercise Committee.
· Attends occasional evening and weekend meetings and training sessions.
· Public Outreach
· Additional duties as assigned, including some administrative responsibilities.
· Graduation from high school or possession of a GED certificate.
· Related experience preferred.
· Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), and Emergency Operations Center (EOC) roles & responsibilities
· Knowledge of modern principles and practices of Emergency Medical Service (EMS), Fire/Rescue and Law Enforcement programs.
· Ability to apply basic statistical techniques and budgeting practices
· Ability to construct, administer, and analyze training needs survey
· Ability to develop or procure effective practice tests and audio-visual aids
· Strong interpersonal skills and the ability to express ideas effectively
· Competent in basic office equipment and computer programs including Microsoft Word, Excel, and PowerPoint. Competent in computer skills in general.
· Competent in the use and maintenance of modern audio-visual equipment and media
· Ability to perform in a group setting or work independently with little guidance

· North Central Task Force (NCTF) Training and Exercise Committee
· Mitigation Advisory Council (MAC)
· Successful completion of a standard public safety background check
· Valid Driver’s License
· Attain County Basic Certification within 1 year

: Requires occasional travel to/from trainings, conferences, and exercises with overnight stays as required. A County vehicle is provided for travel to these engagements.
