QUALIFICATIONS
Minimum requirements include all of the following:

  • High School diploma or equivalent.
  • Associate degree from accredited college or university; BSN preferred.
  • Current Registered Nurse (RN) license in good standing with the State of North Dakota required.
  • Must have, as a minimum, 5 years of experience as a Registered Nurse in a critical access hospital, long-term care, or other related health care facility. Management experience preferred.
  • Knowledgeable of nursing and medical practices and procedures, as well as laws, regulations and guidelines pertaining to critical access hospitals.
  • Must have active CPR, ACLS, PALS, certifications and TNCC certification, or eligible.


ESSENTIAL FUNCTIONS

  • Organizes the department of hospital nursing to meet the objective and goals of Tioga Medical Center, within the budget approved by the administrator.
  • Evaluates the quality and cost-effectiveness of staffing and services within the goals of the facility.
  • Supervises up to sixty (60) employees, either directly or indirectly. Delegates to supervisors with appropriate approval procedures to assure adequate supervision of employees. Selects, trains, supervises assistants and supervisors; appraises performance; recommends and approves salary adjustments, promotions, discharges, safety, communications, disciplines, grievances, and other personnel action. Prepares time sheets and payroll authorizations. All supervisory duties are allocated as authorized by the administrator.
  • Promotes teamwork, mutual respect, and effective communication within department and facility.
  • Plans and schedules services of department and determines number of employees needed in the department of nursing. Determines number of employees needed to provide quality care for positive patient/resident outcome. Prepares work schedule, vacation schedule and time off requests.
  • Keeps informed of new methods and technology to help improve the department to accomplish work with efficiency and economy.
  • Discusses job problems and employee concerns with supervisors and employees. Encourages administrative and professional nursing staff participation in formulating departmental policies; encourages development of habits and attitudes for improved performance and good employee attitudes. Plans in-services and determines types of in-service education needed. Coordinates, schedules, keeps records of, and takes an active roll in in-service programs.
  • Develops and updates policies and procedures for the Hospital nursing department.
  • Interprets and communicates policies and procedures to nursing staff, and monitors staff practices and implementation.
  • Keeps Tioga Medical Center in compliance with the State and Federal rules and regulations, including but limited to CMS State Operations Manual Appendix W and the North Dakota Century Code for critical access hospitals.
  • Assists in the preparation of inspection surveys, including staff in-services on survey processes, and participation in mock surveys as indicated.
  • Participates in facility?s plan of correction response to an inspection survey and implements any follow-up required for nursing allegations.
  • Participates in community health education programs. Works with patient education department in providing this service.
  • Assists with the nursing care of patients/residents as needed. Responds to emergencies; fills in for staff shortages; goes on transfers when available.
  • Ensures delivery of compassionate quality care and nursing supervision as evidenced by adequate staff coverage, general cleanliness, and maintaining optimal care of patients.
  • Communicates directly with patients, medical and nursing staff, family members, department heads and members of the interdisciplinary team to coordinate care and services and respond to and resolve complaints and concerns.
  • Oversees patient incidents and concerns daily to identify any unusual occurrences and reports them promptly to the Administrator/CEO and/or state agency for appropriate action.
  • Monitors for allegations of potential abuse or neglect, or misappropriation of property and participates in the investigative process.
  • Active in safety and infection control to ensure a safe and clean environment. Follows OSHA bloodborne pathogen standards. Update OSHA logs per state regulations. Assists in reporting employee injuries to WSI.
  • Assumes role as stroke and trauma coordinator which is responsible for maintaining certifications through active attendance to state meetings, mock survey?s, state and regional feedback, developing and tracking staff education and recertification surveys.
  • Collaborates with members of the interdisciplinary team, physicians, consultants, and community agencies to identify and resolve issues and improve the quality of services.
  • Maintains close relationship with contracted pharmacists to ensure appropriate medications are available to patients when ordered by providers.
  • Participates in continuing education to maintain licensure.
  • Facilitates, serves, attends and participates in various committees of the facility as appropriate.
  • Attends Department Head, Medical Staff, and other various meetings.
  • Has administrative role in Emergency Preparedness planning including but not limited to Incident Command training.
  • May be required to travel to attend work-related meetings and educational opportunities.
  • Performs all duties or tasks requested by the CEO.

ADDITIONAL TASKS

  • Treats all residents and patients with dignity and respect. Promotes and protects all residents? and patients? rights.
  • Establishes a culture of compliance by adhering to all facility policies and procedures. Complies with standards of business conduct, and state/federal regulations and guidelines.
  • Follows appropriate safety and hygiene measures at all times to protect residents, patients, and themselves.
  • Maintains confidentiality of protected health information, including verbal, written, and electronic communications.
  • Reports noncompliance with policies, procedures, regulations, or breaches in confidentiality to appropriate personnel. Reports any retaliation or discrimination to HR or CEO.
  • Reports any allegations of abuse, neglect, misappropriation of property, exploitation, or mistreatment of residents to supervisor and/or administrator. Protects residents and patients from abuse and cooperates with all investigations.
  • Reports any occupational exposures to blood, body fluids, infectious materials, and/or hazardous chemicals in accordance with facility policy.
  • Participates in all life safety and emergency drills and trainings. Fulfills responsibilities as assigned during implementation or activation of the facility?s emergency plan.
  • Reports work-related injuries and illnesses immediately to supervisor.
  • Follows established infection control policies and procedures.
  • As a condition of employment, completes all assigned training and skills competency.

  • Must have patience, tact, and willingness to deal with difficult residents, patients, family and staff.
  • Must have considerable initiative and judgment in assigning tasks, delegating responsibility, resolving operational problems, and handling grievances of employees and other personnel.
  • Must not pose a threat to the health and safety of other individuals in the workplace.
  • Meets general health requirements according to facility policy, including medical and physical exams and checking immunity status to various infectious diseases.
  • Ability to assist in evacuation of residents and patients during emergency situations.
  • Must be able to cope with the mental and emotional stress of the position.
  • Must be able to move intermittently throughout the workday.
  • Ability to bend, stoop, kneel, crouch, perform overhead lifting and perform other common physical movements as needed for the position.
  • Ability to lift and carry up to 50 pounds.
  • Ability to sit for prolonged periods of time at a desk while working on a computer.
  • Must have basic computer skills.
  • May be subject to slips, falls, burns from equipment, cuts, and/or odors throughout the day, encounter reactions from dust, disinfectants, and other air contaminants.
  • Subject to exposure to infectious waste, diseases and/or conditions which include AIDS, Coronavirus, Hepatitis B, and Tuberculosis.
  • May be subject to handling of and exposure to hazardous chemicals
  • May be subject to hostile or emotional residents, patients, family members, visitors or personnel.
  • Must be able to follow oral and written instructions.
  • Works in office and throughout the facility.
  • Subject to frequent interruptions.
  • Communicates with medical and nursing staff, and other departments.
  • Subject to call-back during emergency conditions.
  • Works beyond normal working hours and on weekends, holidays when necessary. On call 24 hours per day, 7 days per week. May designate a qualified individual for coverage as needed.
