Description:

Incumbent serves as Accounts Receivable/Capital Asset Manager for the Tippecanoe County Auditor’s office, responsible for receiving and processing receipts, maintaining and balancing various fund accounts, and duties related to annual Property Tax Sale.

DUTIES:

  • Posts and processes daily receipt of monies collected, such as EFT or ACH mail/in person, and from County departments, including verifying amounts, entering in general ledger financial software, and distributing receipts.
  • Invoices or requests reimbursement from agencies or vendors and works with vendors and County departments to make timely, accurate deposits in fund accounts. Updates property tax bills by applying mowing and sewer liens throughout the tax year.
  • Monitors grant receipts for compliance. Reviews grant agreements and tracks cash flow of reimbursement grants.
  • Monitors all receivables with respect to annual revenue budget, prepares reports, and communicates windfalls and shortfalls. Assists with annual budget process, such as making initial recommendations of revenue estimates.
  • Maintains County’s capital asset database, entering new assets and retiring old, applying depreciation methods and processes to financial system. Works with County departments to update asset records. Assists with annual financial reporting and audit with external auditors.
  • Maintains various tracking spreadsheets.
  • Assists and works closely with other departments in maintaining and balancing fund accounts as needed.
  • Maintains responsibility for all aspects of annual Property Tax Sale, including reviewing certified property listing, collecting W-9 information from successful bidders, working with third party vendor to update, advertise lists and preparing property for sale.
  • Processes owner redemptions, notifying lienholder, processing deeds and certificates, and maintaining surplus accounts.
  • Completes various year-end procedures, including printing reports, and reconciling fund accounts. Assists State Board of Accounts (SBOA) personnel during annual audit, such as providing information and reports as requested.
  • Testifies in court on tax sale matters and/or Auditor’s property records transactions as required.
  • Performs duties of other Department personnel in their absence or as needed.
  • Performs related duties as assigned.
Requirements:

JOB REQUIREMENTS:

  • Bachelor’s degree in Accounting, Business Administration, Management or Finance is preferred, or equivalent education and work experience.
  • Practical knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, including Microsoft Office programs, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
  • Working knowledge of general accounting principles, procedures, and internal controls with ability to assist with annual budget process, such as making initial recommendations of revenue estimates, and maintain and balance records.
  • Working knowledge or cyber-security best practices, and conducting web-based platforms.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed financial reports as require
  • Working knowledge of standard filing systems and ability to create and maintain accurate and organized files and records.
  • Working knowledge of court and legal proceeding and ability to interpret court orders.
  • Ability to type with speed and accuracy and properly operate standard office equipment, including computer, printer, telephone, copier and calculator.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, attorneys, SBOA personnel, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to count, compute, and perform arithmetic calculations.
  • Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to work alone with minimum supervision and with others in a team environment, often under time pressure, work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.
  • Ability to occasionally testify in court on tax sale matters and/or Auditor’s property records transactions.
  • Ability to occasionally travel out of town for training and/or meetings, sometimes overnight.

RESPONSIBILITY:

  • Incumbent performs standard, recurring duties according to well-established policies and procedures, with work priorities influenced by legal deadlines. Incumbent receives indirect or occasional supervision, with work periodically reviewed upon completion for technical accuracy and compliance with department policies and procedures and legal requirements. Errors in incumbent's work are usually prevented and detected through standard bookkeeping checks and/or notification from other departments or the public. Undetected errors may result in loss of time for correction and/or inconvenience to other departments, agencies, or vendors.

PERSONAL WORK RELATIONSHIPS:

  • Incumbent maintains frequent contact with co-workers, other County departments, attorneys, SBOA personnel, and the public for the purpose of exchanging information, explaining policies and procedures, and rendering service.
  • Incumbent reports directly to Auditor.
