Incumbent serves as COAP Project Coordinator for the Community Corrections Department, responsible for performing jail diversion screenings in Tippecanoe County Jail, performing various facilitator and liaison activities related to jail diversion program, and supervising staff.
DUTIES:
- Supervises assigned staff including interviewing candidates and making hiring recommendations, providing training and orientation, planning, and controlling work assignments/schedule, evaluating performance, maintaining discipline and recommending corrective action, and keeping supervisor and staff informed of organization developments.
- Conducts daily post-booking assessments of individuals remanded to Tippecanoe County Jail who are suspected of having a serious mental illness, co-occurring addiction disorder, or developmental disability and have committed misdemeanor or certain non-violent felony.
- Completes assessments including determining if individual has serious mental illness, co-occurring disorder, or developmental disability, assessing risk, and recommending jail/pre-trial diversion services as required.
- Facilitates and coordinates behavioral health, community social, and support services as identified.
- Maintains complete and accurate case files, collecting jail/pre-trial diversion activity data and reporting as required.
- Serves as liaison between law enforcement agencies, medical and mental health facilities personnel, and public sector, private, and community representatives as needed.
I. JOB REQUIREMENTS:
- Baccalaureate Degree in psychology, social work, mental health counseling, or criminal justice required. Masters Degree preferred. Experience in working with adults with mental illness, addiction disorders, co-occurring disorders, developmental disabilities and/or criminal justice involvement preferred.
- Ability to meet all department and employer hiring requirements including passage of a drug test and polygraph test.
- Must be at least 21 years of age.
- Working knowledge of and ability to properly operate various standard department equipment and software programs such as computer, printer, typewriter, telephone, calculator, fax machine, scanner, copier, Microsoft Office, RMS/JMS reporting program, IRAS, substance abuse and mental health screening tools, and Odyssey Case Management System.
- Working knowledge of universal health precautions and blood borne pathogen control, and ability to apply such knowledge to protect self and others from infection.
- Ability to effectively communicate orally and in writing co-workers, other County departments, Indiana Judicial Center, social service agencies, drug and alcohol treatment centers, medical providers, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Ability to count, make simple arithmetic calculations and prepare and maintain records and reports as required.
- Ability to provide public access to or maintain confidentiality of department information and records according to State requirements.

II. DIFFICULTY OF WORK:
Incumbent exercises independent judgment in interpreting general guidelines, instructions, and rules to adapt them to specific cases and circumstances that arise during the course of performing a broad range of duties, many of which are unrelated to one another and present new or unique problems.
III. RESPONSIBILITY:
Incumbent operates within general guidelines and policies with desired results of work clearly specified. Incumbent applies agency policies and standards to a wide array of situations which have a major impact on objectives of the department. Unusual problems or situations may be discussed with supervisor, and work is periodically assessed for soundness of judgment and conformity with department standards.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, Indiana Judicial Center, social service agencies, drug and alcohol treatment centers, medical providers, and the public, for purposes of exchanging and explaining information, opinions, and ideas.
Incumbent reports directly to Community Corrections Executive Director.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs a majority of duties in an office environment and inside a confinement facility involving sitting and walking at will, sitting for long periods, close and far vision, driving, hearing/sounds communication and lifting/carrying objects weighing under 25 pounds. Incumbent occasionally works weekend, evening and/or extended hours, and occasionally travels out of town for training, sometimes overnight. Incumbent may be exposed to potentially violent or hostile individuals.
