As a Project/Program Manager, you will be responsible for the operations and contract deliverables of a project/program at NIH with responsibilities outlined below. - Analyze project management and task order management needs and tailor industry best practices to suit the environment; apply a wide range of traditional and agile principles to provide responsive and effective project management solutions.
- Apply knowledge of federal government planning, programming, and budgeting as well as resource planning and execution processes, to support customer program planning, decision briefings, and progress assessment across multiple projects.
- Work with COR and stakeholders to define clear project objectives and requirements, agree on priorities, communicate progress updates and demonstrations, and provide responsive change management in frequent planning/re-planning meetings.
- Document requirements in business cases, project charters, and project plans; update these documents to record progress and changes.
- Work with cross-functional teams with diverse technical still-setto support successful project completion; re-plan and adjust project courses based on realities of team velocity and dynamic business/user needs.
- Track progress and report on status and metrics at the task/work package and project level.
- Create a project management dashboard for providing timely progress information to project teams and customer management.
- Serve as the primary liaison with the COR to ensure that quality deliverables are produced.
- Devise clear risk mitigation strategies and engage appropriate stakeholders
- 5 years overall experience in the IT or IT consulting field
- 2 years of experience managing IT projects as Project Manager or Program Manager for IT application development projects
- 3 years experience directly interfacing with clients, with a proven track record of managing client expectations and maintaining relationships
- 2 years of government procurement experience
- Understanding of Software SDLC including Waterfall, Agile, and mixed methodologies
- Experience with Federal IT development activities
- Experience prioritizing work in a fast-paced environment
- Exceptional organizational skills
- Strong writing skills and/or technical editing skills
Additional Qualifications:
- Experience leading efforts in a Federal Healthcare agency (e.g., NIH, CMS, VA)
- Master's Degree in IT or Business related field
- Experience managing projects through all phases of the SDLC
- Certified Project Management Professional (PMP), Certified ScrumMaster (CSM)
- Active Public Trust clearance at NIH, CMS or VA is desirable
Education:
- Bachelor's Degree B.S. in Computer Science or Information Management
Clearance:
- Ability to obtain a Public Trust clearance
