The Fiscal Analyst is directly responsible to the Family Support Manager, Bureau of Early Intervention Services and Family Supports for work scope and EITA Director for Tuscarora Intermediate Unit business practices. Fundamental Duties/Essential Functions
1. Provide fiscal support to the Office of Child Development Early Learning, Bureau of Early Intervention Services and Family Support (BEISFS) in the development, maintenance and monitoring of grantee fiscal policies and practices.
2. Provide support to Family Support Consultants with the entry of accurate and timely fiscal data into required Family Support data systems.
3. Provide technical assistance to grantees statewide, onsite and or remotely, regarding fiscal data issues/concerns that arise throughout the fiscal year.
4. Conduct virtual and on-site fiscal monitoring visits to collect, review, and provide feedback to programs statewide on their current fiscal internal policies and practices.
5. Monitor quarterly and final expenditures for accuracy and budget completion in all spending categories.
6. Review, provide feedback, and document all current budgets as well as any budget revisions needed after the review.
7. Provide support to BEISFS in review of all fiscal components of applications and renewal budgets, to ensure they align with the goals s of the federal grant requirements.
8. Assure that grantees submit an annual audit that meets state audit requirements outlined in the fiscal part of the grant agreement.
9. Regularly provide updates on budgets, budget revisions, grantee state audits and any grantee concerns to the BEISFS Home Visiting Program Manager (is this the right title?)
10. Participate in bi-weekly state internal BEISFS meetings to address fiscal issues raised by or about specific programs.
11. Work with BEISFS staff, grantees and Family Support Consultants to identify fiscal data integrity issues and work to resolve the issues according to user guides and program office policies.
12. Assist BEISFS with streamlining fiscal monitoring processes.
13. Lead the process to update user fiscal guides and other instructions.
14. Collect monthly fiscal operational and program reports and compile data for reporting to the BEISFS Home Visiting Program Manager.
15. Perform other job-related duties as assigned.

1. Knowledge of the OCDEL Family Support Programs and MIECHV requirements.
2. Working knowledge of fiscal and accounting concepts, principles and practices.
3. Proficient in Microsoft Office (Word, Excel, Access, and PowerPoint).
4. Strong verbal, written, analytical, and interpersonal skills.
5. Ability to organize and prioritize work to meet deadlines.
6. Ability to communicate and work with a variety of people with different skill levels in the field.
7. Ability to work as a member of a team.
8. Willingness to travel and attend meetings at various hours including evening and weekends as required.
9. Ability to independently use technology for effective virtual communication.
10. Willingness to travel and attend meetings or conferences at various hours as required. Travel will include participation in meetings or conferences in Harrisburg and other areas across the state as well as grantee offices across the state.
11. Occasional night and weekend work may be required to complete work assignments.
Qualification Standards:
1. Minimum of bachelor’s degree, preferred in finance or business.
2. Three years’ experience in general accounting or fiscal practices.
