Job Summary :

Plans, directs, and coordinates a variety of residential and / or light commercial construction, modernization, and renovation projects. Schedules and coordinates all aspects of design and construction, including selection, hiring, and oversight of contractors, subcontractors, and / or force account crews. Conducts AQ / QC to ensure that specifications are followed and work is proceeding on schedule and within budget. Coordinates workforce development activities.

Essential Duties and Responsibilities :

  • Develops a cost-effective plan and schedule for completion of construction, modernization, or rehabilitation projects following a logical construction pattern and phases of resource utilization.
  • Participates in the conceptual development of construction, modernization, or rehabilitation projects by working cooperatively with external subject matter experts and internal resources.
  • Selects and coordinates architects, engineers, contractors, and others involved in the construction process; reviews A&E drawings for adherence to specs and applicable codes and regulations.
  • Coordinates internships and / or apprenticeships with external partners to build local workforce capacity in construction management and / or related skilled trades.
  • Tracks plans, schedules, and implementation of all design and construction phases.
  • Oversees performance of all contractors and subcontractors and makes arrangements for independent monitoring of progress to ensure construction is on schedule and within budget.
  • Ensures compliance with building codes, regulations, labor standards, procurement, grant, and contract administration policy requirements for all construction projects, including force accounts.
  • Ensures all necessary licenses and permits are obtained from proper agencies.
  • Directly supervises project administrators and / or superintendents, as project needs dictate.
  • Maintains an adequate system of written control over project activities to ensure assets are protected in accordance with program requirements, including maintenance of all records.
  • Budgets for contingencies to address unforeseen delays, change order requests, and logistical difficulties, and plans to resolve development deficiencies, including warranty issues.
  • Accompanies CEO and / or other members of management to attend annual informational meetings in the villages to discuss construction, rehabilitation, or modernization projects.
  • Works harmoniously and cooperatively with other employees, vendors, tenants, and the public.
  • Observes TNHA safety rules and regulations, policies and procedures.
  • Maintains complete confidentiality of all information obtained through professional and client interactions.
  • Performs other duties as assigned.
  • Knowledge, Skills, and Qualifications :

    Required :

  • Bachelor's degree in Construction Management, Engineering, or a related field.
  • Five (5) years or more of experience in supervising projects of increasing complexity.
  • Four (4) years of work experience with general office equipment and software applications.
  • Ability to work under pressure and coordinate multiple concurrent activities and groups in an atmosphere of frequent interruptions and potentially shifting priorities.
  • Attention to detail and the ability to make sound judgments based on collected information.
  • Flexibility in days and hours available for work, including weekends.
  • Ability to read drawings, blueprints, and specifications.
  • Excellent oral and written communication skills.
  • Comfortable traveling by small aircraft to outlying Arctic Slope villages.
  • Valid Alaska Driver's License that meets TNHA insurance criteria.
  • Preferred :

  • Alaskan Native / American Indian (member of a federally recognized tribe).
  • Ability to read, write, speak, and / or understand conversational Inupiaq.
  • Experience working among Indigenous cultures and / or in remote rural communities.
  • Knowledge of Arctic residential construction methods.
  • Physical Demands : The work environment is a typical office setting with standard lighting and temperature conditions. The noise level is generally low to moderate.

    Work Environment : The work environment is both indoor and outdoor settings, and exposed to cold weather conditions. It may involve travel by small aircraft, working around heavy machinery, and in areas with varying noise levels.
