Purpose of Position

This role operates under the guidance of the Solid Waste Supervisor and is mainly responsible for supporting the daily operations of the Transfer Station. The position includes assisting and directing the public in the disposal of general waste, demolition materials, household hazardous waste, and recyclable items. Additionally, this role provides administrative support to the Solid Waste Department, handles scale house duties, and offers management assistance when the supervisor or office assistant is unavailable.

Position Specific Essential Duties and Responsibilities
- Maintains production standards and schedules. Assists in establishing standards.
- Heavy public contact, evaluates loads, provides customer service, handles monies and issues receipts. The public contact involves discussion and direction to customers that have mixed loads that require unloading in different areas. This position also answers phones and writes up demolition orders.
- Equipment operation including skid steer, wheel loader, forklift, wheeled excavator and auto tie baler.
- Ensures garbage and recycling loads meet weight requirements for hauling.
- Must have ability to distinguish demolition debris so that there is not restricted material going to the demolition landfill.
- Assist with payroll, staff schedules, safety meetings and the Solid Waste Record system.
- Maintains Household Hazardous Waste (HHW) and Re-Use facilities including manifest requirements and inventory.
- Consolidate paint and flammable materials, and organize chemicals (such as acids, bases, and oxidizers) to ensure they are correctly packaged and prepared for shipment according to regulatory requirements.
- Maintains operator certifications for HHW hazardous categorization, lab bulking, and manifest completion.
- Ensures equipment preventive maintenance and minor repairs are accomplished.
- Writes orders and reports equipment items which require more complex maintenance.
- Assist in preparation of MPCA Annual reporting requirements, including waste generation documentation.
- Oversees the overall facility grounds, safety inspections, storm water sampling and inspections.
- Training of temporary employees.
- Assist in development and implementation of public education to promote recycling in Todd County.
Minimum Education and Experience/Special Requirements
- Associate Degree in Environmental Science, Waste Management, Occupational Health & Safety, or a related field and experience with waste management operations, environmental services, or operating light equipment (such as forklifts, loaders, or compactors) or equivalent combination of education and experience.

Must be able to be certified within (3) months of starting the position:
- Forklift Certification
- Skid steer certification
- MPCA demolition facility operator license (Type III)
- Must possess and maintain a valid driver’s license.
- Must pass a criminal background check.
Knowledge, Skills and Abilities
- Knowledge of spreadsheets and word processing software.
- Ability to communicate effectively with department personnel, residential and commercial customers, truck drivers and other county personnel.
- Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
- Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.
- Ability to establish and maintain accurate and systematic records.
