The Human Resources Director is a strategic leadership role within the Tohono O'odham Nation Health Care facility, responsible for overseeing the development and implementation of human resources policies, programs, and initiatives while ensuring the adherence to tribal preference policies. This position plays a key role in shaping the organization's culture, supporting employee engagement, and ensuring compliance with applicable tribal, federal, and state employment laws and regulations.
Essential Duties And Responsibilities
- Develop and implement human resources strategies, policies, and programs aligned with the organization's mission, values, and strategic goals while ensuring compliance with TONHC's Tohono O'odham preference policies.
- Provide leadership and direction to the HR department, including staff management, budgeting, and resource allocation.
- Oversee recruitment and retention efforts to attract and retain top talent from within the tribal community, including workforce planning, talent acquisition, and onboarding processes.
- Lead employee relations initiatives, including performance management, coaching, disciplinary actions, and conflict resolution, to foster a positive work environment and promote employee engagement while upholding TONHC's Tohono O'odham preference policies.
- Manage compensation and benefits programs, including salary administration, pay equity analysis, and benefits administration, to ensure competitive and equitable compensation practices that adhere to tribal preference policies.
- Develop and implement training and development programs to enhance employee skills, competencies, and career growth opportunities, prioritizing tribal members where applicable.
- Ensure compliance with applicable tribal, federal, and state employment laws and regulations, through policy development, training, and audits, while upholding TONHC's Tohono O'odham preference policies.
- Oversee HRIS (Human Resources Information System) implementation, maintenance, and data management to support HR functions, reporting, and analytics while maintaining accurate tribal preference data.
- Collaborate with tribal leadership, department heads, and external partners to address workforce planning, organizational development, and strategic HR initiatives while upholding tribal preference policies.
- Stay informed about emerging HR trends, best practices, and legal developments to recommend innovative solutions and enhancements to HR programs and practices, ensuring alignment with tribal preference policies.
- Minimum of seven (7) years of progressive HR leadership experience, preferably in a healthcare or tribal organization, with a strong understanding of tribal preference policies.
- Bachelor's degree in human resources management, business administration, organizational development, sociology or psychology; advanced degree (e.g., MBA, MHRM) preferred.
- Must obtain a Tribal Human Resources Professional (THRP) certification within six to twelve months after hire. Professional certification (e.g., SHRM-SCP, SPHR) preferred.
- In-depth knowledge of human resources principles, practices, and regulations applicable to healthcare organizations and tribal entities, including tribal preference policies.
- Strong leadership and management skills to inspire and motivate HR staff, foster a culture of collaboration and innovation, and drive organizational change while upholding tribal preference policies.
- Excellent interpersonal and communication skills to build relationships with employees, managers, tribal leadership, and external stakeholders while promoting tribal preference policies.
- Comprehensive understanding of employment laws, regulations, and compliance requirements relevant to healthcare organizations and tribal entities, including tribal preference policies.
- Analytical and problem-solving skills to assess complex HR issues, develop solutions, and make data-driven decisions while upholding tribal preference policies.
- Proficiency in HRIS systems, Microsoft Office Suite, and other HR-related tools and technology to maintain accurate tribal preference data.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously in a dynamic healthcare environment while upholding tribal preference policies.
