Position Overview:
We are seeking a seasoned Project Manager with extensive experience in rail and mass transit projects to join our team in Jersey City, NJ. The ideal candidate will possess a deep understanding of engineering design, construction estimating, facility operations, project budgeting, and scheduling. This role demands the ability to manage multiple projects simultaneously, effectively utilizing limited resources to achieve complex goals.
Key Responsibilities:
- Oversee engineering design and construction estimating for transportation-related projects, including railroads, bridges, buildings, roadways, and facilities.
- Develop and manage project budgets and schedules, ensuring alignment with organizational objectives.
- Lead and coordinate diverse work groups and project teams, fostering collaboration and effective communication.
- Implement capital planning and assessment, cost-benefit analysis, and risk management protocols.
- Ensure compliance with all relevant regulations and safety standards.
Section I – General Skill/Knowledge Requirements
- Thorough knowledge of engineering design, construction estimating, facility operation, project budgeting and scheduling.
- Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.
- In-depth knowledge of managing transportation relating projects, including Railroads, bridges, buildings, roadways and facilities.
- Expert knowledge of the principles, methods and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work and contractor performance.
- Extensive experience in managing and influencing diverse work groups and project teams.
- Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills.
- Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols.
- Proven skills at effective communication both at the interpersonal and group level.
- Proven ability to work effectively within groups and to complete assigned tasks independently.
Section II – General Qualifications Required
- Minimum of 10 years engineering experience in the development, evaluation, and/or management of project procurement and construction services.
- Experience in managing procurement phase activities and coordinating/supporting Procurement, Law, Line Department, TEC and other stakeholder departments.
- Experience with capital projects that involve design and construction elements including the monitoring and reporting of cost forecasts against budgets and the management of project schedules.
- Familiarity with coordinating and supporting engagement with operating Line Departments (s), Engineering staff (including Quality Assurance, Construction and Project Delivery Leadership), Authority tenants, contractors and stakeholders.
- Ability to manage and prioritize multiple assignments.
- Proficient in the use of software applications Microsoft Excel, Word and PowerPoint.
- Proficient in the use of Primavera Expedition Program.
- Proficient in maintaining records for and preparation of As Build Drawings /Record Drawings.
- Previous experience with the Port Authority Trans-Hudson (PATH) or Metropolitan Transportation Authority (MTA).
- Preferred PE License, CCM certification/PMP certification, OSHA 30 certification.
Reporting Location: 1 Journal Square Transportation Center, Jersey City, NJ
Work Hours: Typical work hours are 8:00AM – 4:00PM Monday through Friday; must be flexible to work on occasion after midnight for site visits.
