TITLE: Administrator of Human Resources
QUALIFICATIONS:
- An active principal certificate in state of Arizona is preferred
- At least five (5) years of successful experience in educational administration, and at least three (3) years of Human Resources management and familiarity with federal, state regulations and/or district policies experience is preferred; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
- Possess the ability to communicate effectively, both orally and in writing
- Ability to maintain effective working relationships with administrators, employees, citizens and community.
- Bilingual (Spanish) preferred.
REPORTS TO: Superintendent
SUPERVISES: All personnel assigned to the Office of Human Resources
JOB GOAL:
The purpose of this position is to direct the activities and operations of the Human Resources Department to meet the mission, vision and goals of the school district. This is accomplished by developing and implementing programs relating to: recruitment and selection; classification; compensation; employee benefits; employee relations; employee services; occupational health and safety; training and development; and ensuring compliance with all local, state and federal regulations.
PERFORMANCE RESPONSIBILITIES:
- Assumes full management responsibility for all functions and activities of the Human Resources Department including recruitment and selection; classification; compensation; employee benefits; employee relations; employee recognition program; employee services; employee wellness program; new hire orientation; occupational health and safety; performance management, and training development.
- Provides leadership and direction to employees, supervisors, directors, and the Superintendent on a variety of human resources related issues and assists in their resolution.
- Advises management and associations on employee actions by providing direction and support during the employee relations discussions, referring to established policies and procedures, addressing areas of concern, coordinating worker’s compensation issues, counseling management on performance expectations and actions, and mediating employee disputes.
4. Develops and maintains personnel records/Human Resources Information System for all school district employees.
- Develops and manages competitive employee benefits program.
- Oversees and directs the development and administration of the Human Resources Department annual budget.
- Participates on a variety of governing boards and committees; prepares and presents staff reports and other necessary correspondence.
- Plans, organizes and directs the activities and staff in the Human Resources Department.
- Selects, trains, motivates and evaluates Human Resources Department personnel.
- Reviews and evaluates the effectiveness of human resources programs, policies and activities.
- Plans, develops and implements improvements, opportunities for technological advancement, and new programs to enhance the operational effectiveness of the Human Resources Department.
- Plans, directs, coordinates, and participates in the recruitment of all district positions.
- Keeps abreast of governmental statutes, regulations, and rules relating to personnel administration, and advises interested parties of the provisions of the law.
- Administers those phases of the personnel program which include records, reports, contracts, benefits programs, and certification.
- Administers the contract and salary schedules for all personnel, and assists in developing and recommending salary policy and structure.
- Coordinates with administrators to develop job descriptions for all employees and maintains job descriptions on file.
- Recruits, selects qualified substitutes and maintains an up-to-date register of properly certified substitutes for all areas.
- Ensures that all personnel are evaluated through documented procedures related to current, relevant and comprehensive job descriptions.
- Participates in staff development programs, both support and professional in conjunction with other district administrators.
- Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management. Works with administrators to resolve difficult and sensitive personnel matters.
- Coordinates the student teaching program/intern program including recruitment and placement.
- Attends Governing Board meetings and prepares such reports as requested by the Superintendent.
- Manages the student athletic programs in the district.
- Manages the employee and student wellness.
- Ensures that all employees receive applicable training for respective positions in collaboration with supervisors.
- Ensures that all employees are evaluated per state mandate and district policy.
- Develops administrative regulations to implement board policy as well as policy recommendations for the board’s consideration and action.
- Performs other duties or responsibilities as the Superintendent may assign.
