Under general supervision, the Compliance Officer will manage a caseload of offenders who are placed on Tom Green County specialty court programs by the county courts-at-law. In the interest of public safety, the Compliance Officer will present and enforce the conditions of supervision issued in court; address the needs of the offenders though the utilization of community resources; and make opportunities available to offenders to improve their ability to maintain a crime free, productive lifestyle.
Essential Duties and Responsibilities: Interviews, screens, and assesses offenders as required to determine if they are appropriate for the program. Evaluates existing and new cases for program eligibility by attending arraignment courts. Enrolls participants in Specialty Court. Responsible for preparing docket for review by the Specialty Court team. Maintains case files and documentation on all contacts with probationers and others. Enforces all conditions of supervision placed on offenders by the courts, including curfew and travel restrictions, and uses appropriate intermediate sanctions to assist defendants, to gain compliance, and to change behavior. Responsible for maintaining electronic monitoring equipment through alcohol and drug monitors. Provides installation services in office; communicates with electronic monitoring equipment agency to ensure that the defendant is compliant through SCRAM, Soberlink, and Drug patch. Stays current with drug trends and their physiological effects to aid in recognition of individuals who may be under the influence. Collects specimens from offenders as ordered by the court for urinalysis or breathalyzer screening to detect the use of alcohol or other drugs. Ensures offenders pay restitution and other court-ordered obligations, and addresses delinquencies in appropriate ways. Conducts visits at homes, workplaces, or places where offenders are referred to address their needs or risks for the purpose of evaluation and supervision. Maintains confidentiality of information and follows proper procedures for releasing documents and case information. Attends meetings and training sessions; performs other duties, as assigned.
Knowledge, Abilities, and Skills: Knowledge of general office operations and records maintenance; knowledge of the principles and techniques of correctional and social work; knowledge of the Texas Penal code of criminal procedure; knowledge of the operation of personal computers for inquiry, data entry, and the preparation of legal documents; knowledge of legal terminology, documents, proceedings, and processes; knowledge of English, spelling, and grammar.
Ability to perform work responsibilities in a timely and accurate manner; ability to work independently and meet regular deadlines; ability to establish and maintain satisfactory and professional relationships; ability to make rational, justifiable decisions; ability to operate a variety of office equipment and computer software.
Skill in oral communication and interpersonal relations.
Physical Requirements and Work Setting: Works in a variety of settings, both in and outdoors; subject to extreme weather temperatures and inclement weather conditions; regular periods of sitting, walking, standing, bending, and reaching; occasional lifting up to 45 lbs.; visual acuity, hearing ability, and manual dexterity required.
Education and/or Experience Required: Possess a bachelor’s degree in related field, or one year of experience in full time casework, counseling, community corrections or an agency that deals with offenders or disadvantaged persons and that is determined to provide the kind of experience needed to meet this requirement.
Certificates and Licenses: Must possess a valid Texas Driver’s License, must have a telephone number to be reached at, must have access to an automobile that can be used while on duty, and must have appropriate automobile insurance.
Additional Requirements: Cannot be currently on community service or parole or serving a sentence for a criminal offense. Persons with past convictions or criminal justice supervision will be evaluated on a case-by-case basis.
Ability to be on call twenty-four hours a day, seven days a week.
