Under administrative direction, plans, organizes, implements, directs, and evaluates departmental programs, requiring considerable knowledge of the principles, practices, and relevant State and Federal laws in the field of Information Technology.
This classification is distinguished from other Department Director classifications by comparison of the following criteria: scope and impact of position on the organization and/or citizenry; breadth and complexity of knowledge required in the position; academic or technical preparation required for the position; value of position as determined by average salaries paid by competitor organizations.
Essential Duties and Responsibilities: Directs the development and implementation of County-wide Information Technology policies, procedures, and standards; develops and implements hardware and software purchasing policies; develops and implements security, disaster recovery, data privacy, imaging, GIS, and other policies and programs; provides clarification of County policies and standards to County staff and outside parties; handles or coordinates handling of high-level or sensitive policy compliance issues. Creates budgets and allocates resources; projects and prioritizes upcoming information technology projects. Creates multi-year operation and annual capital budgets; assess existing and anticipated service, equipment and staffing needs; approves, monitors and tracks expenditures; prepares and presents reports. Administers the county IT budget including but not limited to, creating a budget, acquiring quotes, conducting purchase order, routing invoices, and managing IT purchases across all departments, utilizing input gathered from Elected Officials, Department Heads, etc. Appraises and evaluates the results of overall operation of computing and information technology functions with utilizing input gathered from Elected Officials, Department Heads, etc. Creates and maintains highly professional, customer-oriented, innovative and future focused information technology capabilities in the County, including the areas of operations, enterprise applications, information security and project management; ensures provision of secure and stable information technology services in a cost-effective manner to support business outcomes through effective risk management strategies; ensures physical and logical security of all county computing assets, including data. Develops, communicates, and manages a central strategic plan for computing and information technology, establish infrastructure to support and guide individual departments in computing and information technology efforts to ensure effectiveness, quality and consistency with overall objectives utilizing input gathered from Elected Officials, Department Heads, etc. Maintains Departmental Fixed Asset Inventory. Ensures adherence to FBI CJIS Security policies. Ensures County staff compliance with state and federal security regulations for annual Cybersecurity Awareness Training and state reporting. Provides direct supervision, motivates, and disciplines staff; conducts performance evaluations. Plans staff training and development; provides technical backup; makes work assignment adjustments and delegates work; manages personnel in accordance with labor contracts and personnel rules; leads staff in aligning their work with the core values of the County. Recruits, manages, and develops staff by establishing goals and objectives, providing effective feedback and development opportunities, ensuring employees receive proper on-the-job training, and performance management. Confers with and advises subordinates on administrative policies and procedures, technical problems, and service priorities.

Identifying current and potential IT problems and developing technical corrections and strategies to maximize the effectiveness of the systems. Directing technology planning initiatives and coordinating the implementation of technology projects. Using initiative and independent judgment within established procedural guidelines. Assessing and prioritizing multiple tasks, projects and demands. Establishing and maintaining cooperative working relationships with co-workers. Communicating effectively verbally and in writing. Ability to plan, organize, and perform work responsibilities in a timely and accurate manner. Ability to work independently and meet regular deadlines.
Physical Requirements and Work Setting: Works in a well-lighted, air-conditioned environment; prolonged periods of sitting and periodic walking, standing, bending, and reaching; occasional lifting up to 25 lbs.; some positions subject to noisy work environment; visual acuity, hearing ability, and manual dexterity required.
Education and/or Experience Required: Bachelor's Degree in Information Technology or related field with 10 years’ experience and at least 3 of which are in a supervisory role. An equivalent combination of education and experience may be considered.
Desired Qualifications: Bachelor’s Degree or higher in Information Technology or related field. CCIE, CCNP Security, and/or CompTIA Security certifications.
