The Commercial Real Estate Review appraiser is responsible for the review of Commercial Real Estate appraisals for all properties located in the Bank’s portfolio. The Appraiser position will also conduct internal evaluations of real property. This role will support the Collateral and Construction Management Officer in assuring that policies and procedures are consistent with the Bank’s appetite for risk and for compliance with banking regulation.

Responsibilities
- Develop and maintain a sound appraisal, appraisal review, and evaluation program for Tompkins Bank. Establish and maintain controls that promote compliance with federal and state appraisal regulations.
- Establish and maintain selection criteria and procedures to evaluate and monitor the ongoing performance of individuals and vendors who perform appraisals and evaluations.
- Maintenance of an adequate panel of qualified appraisers, periodic review of appraiser performance, removal of poor-quality vendors and continuously recruiting and qualifying new vendors where needed.
- Establish and maintain criteria and procedures that promote the independence of internal order and review procedures.
- Assist the Commercial Collateral and Construction Management Officer with the development of an appropriate pricing structure for Real Estate valuation-related services offered by Tompkins Collateral and Construction Department.
- Order appraisals in accordance with regulations and policies and follow up with appraisers and loan officers for missing information/documentation as needed.
- Review appraisals and evaluate appraisal methodologies used and engage external appraisal reviewers as needed.
- Conduct onsite inspections and evaluations, document files for the purpose of supplementing existing appraisals and independent evaluations on CRE loans, including classified loans.
- Provide final approval that appraisal requirements have been met in accordance with applicable regulations and Bank policy.
- Maintain familiarity with governing appraisal regulations (USPAP & FIRREA) and act as the market’s Subject Matter Expert (SME) on commercial appraisal matters.
- Work with business partners and bank customers to resolve conflicts with consultants’ findings and act as a resource for real estate technical and regulatory compliance issues.
- Develop relationships with appraisers to ensure high level of service and quality of work.
- Contribute to the Bank’s Credit Policy Committee Working Group with constructive improvements to collateral and construction administration processes, ensuring compliance with regs, sound risk management, and efficient resource management.
- As needed, review Environmental Site Assessment reports for completeness, accuracy and potential risks.
- Coordinate additional due diligence with Credit and Lending teams as appropriate.
- Perform special projects and prepare/maintain reports as required.
- Cooperate with, participate in, and support the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the Company’s compliance with all regulatory requirements; ensure that the unit and all personnel adhere to the same.
- Additional responsibilities as assigned.
- A Bachelor’s degree in a related field.
- Minimum of seven (7) years of experience in related position.
- Proficient interpersonal relations, strong communication skills and ability to adapt and operate in fast-paced environment with nominal supervision.
- New York State General Appraiser Certification License. Pennsylvania State General Appraiser Certification. If one certification is missing the candidate will need to commit to obtaining the other.
- Experience Reviewing Environmental Site Assessment reports preferred.
- Ability to travel throughout the Bank’s footprint; occasional overnight travel may be required.
- Proficiency with CoStar and Appraisal Ordering Operating systems is preferred.
- Exceptional attention to detail with a proven ability to manage multiple projects at various stages of the project lifecycle.
