The Compliance Officer - Deposits reports to the Director of Bank Compliance and is responsible for assisting with the management of the Tompkins’s Compliance Management System (CMS), to ensure the bank is in compliance with its policies and procedures with banking laws, rules, regulations including, but not limited to, Regulation CC, DD, E, Overdraft Programs, Privacy, Garnishments, UDAAP. The Compliance Officer - Deposits will serve as a representative of the Compliance team, internally and externally, and will regularly collaborate with key stakeholders to help Tompkins achieve business goals within board-defined risk parameters. The ideal candidate has functional knowledge of Deposit laws and regulations, experience in developing and maintaining compliance risk assessments, experience in testing/monitoring, and the ability to be a self-starter and challenge the status quo.

Responsibilities
- Serve as the subject matter expert for Deposits-related regulations (Regulation CC, DD, E, Overdraft Programs, Garnishments, Privacy, UDAAP)
- Assist with managing the Tompkins’s CMS to ensure compliance with applicable federal, state, and local regulations by:
- Assist management in formulating compliance policies and procedures to manage and control risks.
- Review and approve forms, notes, documents, contracts, etc., to ensure that current and compliant forms are in use.
- Review and approve advertising, including print and electronic media, to ensure compliance with laws, rules, and regulations.
- Schedule, provide and verify training for Tompkins’ personnel on laws, rules, and regulations.
- Assist in managing federal and state compliance regulatory exams by preparing requested information and documents in advance of the exam, work with examiners to provide information during the exam, understand deficiencies and taking corrective action necessary to resolve findings identified in the exam results.
- Assist in development of Compliance Review Schedule, annual BVS training schedule.
- Assist with preparation of Committee materials.
- Remain current with State, Federal, and other agency’s laws, rules and regulations and developing trends as they pertain to Tompkins. Collaborate with Tompkins management during implementation of new and changed laws and regulations.
- Ensure comprehensive knowledge of compliance resources and disseminate accurate, complete, and timely information regarding legal and regulatory requirements from federal, state, and other governmental agencies to relevant company personnel.
- Address consumer complaints specific to deposit-related compliance issues.
- Assist management and internal audit in evaluating internal controls.
- Perform complex compliance reviews to ensure that the compliance system of controls and procedures is established, operating effectively and able to identify areas in need of improvement, as well as any infractions.
- Review regulatory requirements for changes since last review.
- Determine appropriate scope and procedures, make changes as needed and appropriate.
- Identify findings and recommendations if any.
- Review findings and recommendations with Senior Management.
- Risk rates the review based on regulatory compliance; and write applicable Compliance Report.
- Ensure that management has completed all actions in a timely manner.
- As directed, participate in new product development, and provide input regarding all compliance and regulatory concerns relevant to the proposed and current products and services offered by the Tompkins.
- Develop and implement the annual Compliance Risk Assessment, including planning, execution, and reporting to management.
- Identify enhancements to controls and assist with the development of action plans with relevant stakeholders.
- All other duties as assigned.
- BS or BA in related field or equivalent years of experience in direct related field with specialized training in regulatory or legal administration.
- Certified Regulatory Compliance Manager (CRCM) certification preferred.
- A minimum of five (5) years’ deposit regulatory compliance experience required. A thorough knowledge of applicable banking regulations is preferred.
- Experience developing and implementing Compliance Risk Assessments.
- Expert knowledge of federal and state banking regulations, rules and guidelines including those related to deposits.
- Strong knowledge of deposit operations including overdraft services.
- Proficient interpersonal relations, excellent written and verbal communication skills with a demonstrated ability to communicate effectively across all levels of the organization including senior management, CEOs, and BODs; ability to teach concepts to others.
- Proven ability to analyze information and formulate conclusions.
- Ability to interpret laws and regulations and relate them to Tompkins.
