Description

Tompkins Consolidated Area Transit, Inc. (TCAT) is Tompkins County’s provider of safe, reliable, and affordable transportation with an annual ridership of over 4 million. We are seeking an experienced Vehicle and Facility Maintenance Manager to join our team. 

The Vehicle and Facility Maintenance Manager oversees the daily operation of the Maintenance Department, including fleet maintenance, building and facility maintenance through efficient and cost-effective operations. The Manager will support and lead the Maintenance Service Supervisor, mechanics and bus handlers with the priority of ensuring safe, clean and reliable service to our community and passengers. The Manager plans, organizes and provides direction to the Maintenance Department and ensures compliance of company policies and applicable laws. The Manager is responsible for developing and maintaining an engaged work team, managing performance, and placing a priority on retention efforts. The Manager has oversight and ensures the purchasing of parts and equipment for the maintenance department to ensure effective business continuity. The Manager is responsible for maximizing the availability of buses to meet service commitments by establishing and overseeing servicing priorities related to buses running, repair/inspection, and servicing.

Essential Functions:
• Ensure all buses are reliable, safe, and available (through preventative and corrective maintenance) to meet service commitments. 
• Support and provide direction to the on-shift supervisor and mechanics to effectively document work, manage work orders, and purchase parts, in order to facilitate solutions for failures and provide valid and real time information for setting servicing priorities. 
• Oversee vehicle maintenance, repair, and service programs, vehicle routine and preventative maintenance programs, warranty claims and work, and NYS DOT inspections to ensure compliance and operational efficiency.
• Establish strategies to enhance maintenance program and troubleshooting techniques of equipment failure and repair to reduce breakdowns and extend lifespan of vehicles. 
• Develop and implement a strategic plan to decrease equipment failures and reduce downtime through development of key performance standards. 
• Use work orders and parts usage data to analyze and provide high level observations toward proactive solutions for failure trends. 
• Implement maintenance software to provide data on equipment failures and scheduled repairs to forecast maintenance needs and practices.
• Identify and plan training needs; creating job standards and expectations; and manage performance with a development mindset. 
• Develop time standards and new processes to enhance the reliability of the fleet, partnering with staff to implement efficiencies.
• Provide recommendations for vehicle replacements or upgrades as necessary.
Facility Management: Oversee maintenance facilities, ensuring they are well-maintained, clean and organized. Coordinate facility improvements and maintenance to support effective operations.
• Ensure compliance with all safety regulations, environmental standards and industry best practices. Conduct safety training and monitor safety performance. 
• Provide solutions to challenges of personnel, materials, space, and quality of work through analysis of information, visual inspection, and work auditing. This includes report generation and corrective action based on exceptions and developed standards.
• Budget Management: Develop and manage the maintenance department’s budget, including labor, equipment, parts, and material costs. Monitor expenses and implement cost-savings measures while maintaining quality and safety. 
Oversee parts inventory including:

  • The maintenance of appropriate inventory levels, including adjustments based on work orders.
  • Purchasing, receipt, and distribution of parts and supplies, including new purchases
  • Develop and maintain a network of suppliers and vendors
  • The preparation of reports as needed.
  • Ensure the efficient organization and maintenance of parts distribution and facility tools and equipment.
  • Monitors the facility accounts by working with accounting staff.
  • Disposes of unusable parts and scrap materials.

Supervision and leadership: Foster a team environment; and maintain strong employee and labor relations through effective development, coaching, counseling, and discipline if 
warranted. Ensure fair and equitable practices in compliance with negotiated agreements/employee handbook and procedures. Manage time and attendance and 
address as appropriate.
• Makes recommendations on Maintenance policies, methods, and initiate and oversee special projects and surveys as needed; and represents TCAT at bus maintenance-related 
conferences and meetings.
• Regular, predictable and punctual attendance required.
• Reliability is essential. Will be required to be available through a mobile device and/or in-person during and outside of normal working hours and must respond within a reasonable timeframe.

Nonessential Functions:
Other duties as assigned by the Assistant General Manager to assure the smooth operation of the transit service center.
• Serves as backup to the Parts Coordinator in their absence.

Supervision of Others:
• Supervise Maintenance Service Supervisor, Mechanic staff, Parts and Inventory staff, and Bus Handler staff. 
• Provide leadership and direction to direct reports.
• Manage performance, define and clarify expectations, develop staff, hold staff accountable, recognize staff as appropriate, and prioritize retention efforts to support an engaged, welcoming environment.
• Participates in the hiring process.
• Conducts performance reviews, probationary reviews, and disciplinary actions.
• Approve employee work time and time away from work as well as overtime as needed.

Qualifications


Required Qualifications:
• Bachelor’s degree a minimum of three years related experience or equivalent combination of education and work experience is required.
• Supervisory experience in a vehicle maintenance facility with demonstrated experience motivating and leading team members.
• Must possess a commercial driver's license (CDL) with air brake endorsement or obtain license within 6 months of hire date. 
• Demonstrated leadership skills that lead the workforce in a positive, engaged manner.
• Excellent interpersonal, written and verbal skills, and the ability to interact with co-workers, customers and management in a positive manner.
• Experience in service management, preferably in transit vehicle or heavy equipment environments.
• Able to develop work standards, SOP (Standard Operating Procedures) development and maintenance, troubleshooting checklists; and writing effective countermeasures to prevent failures in the future.
• Knowledge of diesel maintenance, air conditioning, engines, transmissions, suspension, differential, electronic controls both A/C and D/C, brakes, hydraulics, pneumatics, electrical, 
and electronic, and minor body repair required.
• Proficient with Microsoft Office suite and working with maintenance software. 
• Ability to interact well with all levels of the organization and representatives of various outside organizations.
• Ability to utilize time effectively and work steadily and conscientiously.
• Demonstrated experience exercising good judgment in decision making. 
• Must follow established policies and procedures of TCAT as well as all applicable laws.

Working Conditions:
• Contact with diesel fuel, fluids, petroleum products, toxic fumes and solvents.
• Perform work inside or outside garage and exposed to inclement weather, icy conditions. 
• Noise level is moderately loud due to running of gas and diesel engines and running of maintenance equipment such as lifts, air compressors, etc. 
• Ability to work shifts and on-call for after hours for maintenance support.
• Subject to periodic random alcohol and drug testing.

Physical Demands:
• Must be able to lift up to 100 pounds.
• Work requires the ability to reach, bend, twist, stoop, kneel, crawl, crouch and climb ladders on a regular basis in performance of duties.
• Required to use hands, fingers and arms to reach, handle or operate objects, tools, or controls.
• Stands, sits and walks for long periods of time in the performance of duties.
• Ability to frequently hear and talk to interact with mechanics, bus handlers and management.
• Ability to work in a fast-paced environment.
• Specific vision abilities required to include close vision, distance vision, peripheral vision, color vision, and ability to adjust focus.
• Finger dexterity required for keyboarding.
