    Duties The Intake & Investigations Section addresses allegations of misconduct, harassment, and retaliation by gathering evidence, interviewing witnesses, and preparing reports.

  • Serves as the Assistant Director for the Office of Professional Conduct (OPC), Intake & Investigations Section. Oversees two unit chiefs, including a unit chief for Intake and a unit chief for Investigations.
  • Provides overall guidance and technical oversight for the intake of cases received by OPC and cases investigated by OPC, including reviewing investigative reports and ensuring work product produced by investigators is accurate, complete, and succinct.
  • Develops and maintains policy and procedural documentation, provides advisory services on best practices and makes recommendations to executive management and the Board, as necessary. Tasks and maintains the development of section-related training documents. Develops a variety of written communication on behalf of the Director in relation to operational procedures, and continually analyses the processes used by investigators ensuring identification, receipt, and tracking of the case is maintained to appropriate standards. Provides, as needed, presentations, briefings, case updates, and / or reports. Communicates changes to subordinate staff.
  • Contributes to the attainment of mission, vision goals and objectives and to continuous improvement of the organizations processes through accomplishments of goals and objectives. The incumbent participates in assignments and efforts, including review of decisions, recommendations, internal policy, internal standard operating procedures, correspondence, and other work products which result in the production and delivery of work products and services to the organizations.
  • Provides oversight of records, their organization, and the development and maintenance of systems to maintain, organize, and access records in a timely manner. Provides approval on direction related to system improvements and / or modifications to requirements.
  • Oversees investigations and projects to ensure the exercise of tact, diplomacy, and utilization of extensive investigative experience. Ensures that sufficient information exists to warrant opening the investigative file.
  • Oversees teams of administrative investigators, as required, to complete complex, large scale, and multi-jurisdictional investigations involving multiple issues and numerous parties and recognizes long-running systemic problems. Conducts investigations involving multiple internal organizational components, external entities, multiple ill-defined allegations and issues, and numerous subjects and witnesses.
  • Responsible for personally conducting high priority / sensitive investigations that require the exercise of tact, diplomacy, and utilization of extensive investigative experience. Initiates contacts with subjects of investigations and their staff and supervisors, agency subject matter experts, attorneys, senior executives and managers, and other individuals for the purpose of obtaining testimony regarding allegations, legal opinions, factual background information, and investigative leads. Obtains and summarizes sworn, taped testimony of subjects and witnesses. Assesses the accuracy, authenticity, and reliability of the evidence collected; establishes sequences of events and the relationships among all facts and evidence; and draws conclusions as to whether violations of standards occurred.
  • Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include : planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Approves / disapproves requests for leave, telework, travel, training. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.
  • Provides comprehensive investigative training to incoming investigators and supervisory investigators. Identifies resources required the section, including advocating for staffing requirements and / or sourcing detail assistance from other divisions / offices. Justifies, executes, and tracks section budget activities; reviews and requests budget modifications in conjunction with the Deputy Director.

    Ability to obtain and maintain a Top Secret security clearance.

    Applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and will be subject to random drug tests.

    Must be able to obtain and maintain an interim and / or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of security clearance may result in the withdrawal of a job offer or removal.

    Employee may be relocated to any duty location to meet management needs.

    Qualifications To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects / teams or guiding the technical work of others.

    Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious / spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    MINIMUM QUALIFICATIONS : All applicants must submit a resume that addresses each minimum qualification experience. Leadership experiences identified must have been performed in an official supervisory role. Leadership Experience 1 : Experience in coordinating the work of employees in a work unit, including assigning and evaluating work; setting priorities, timelines, and expectations; and monitoring progress against goals; AND Leadership Experience 2 : Experience in setting performance expectations; assessing employee performance; providing recognition and rewards; providing feedback and development opportunities; addressing performance or conduct issues; and participating in recruitment and hiring activities.

    Technical Experience 1 : Experience in leading investigations into highly sensitive and complex cases of employee misconduct, harassment, and / or retaliation; AND Technical Experience 2 : Experience in applying Federal personnel laws, rules, and regulations regarding conducting highly sensitive and complex investigations; AND Technical Experience 3 : Experience in leading non-criminal investigators or supervising individuals that manage such investigators.

    Education There is no substitution of education for the experience for this position.

    This is a recommended minimum Step 9 position.
