Maintenance Supervisor - Roads & Grounds

Reports To : Facilities Manager Position

Purpose : To organize and direct the roads and grounds department in order to keep the District's facilities and equipment maintained and operational so that they present no problems or interruptions to the education program.

Qualifications :

1. High School graduate or equivalent.

2. Successful completion of a course of study in turf management, horticultural science, arborist studies, grounds maintenance, or equivalent experience and training which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

3. State of Kansas Commercial Pesticide and Herbicide Applicator certification required.

4. Certified Irrigation Technician certification preferred.

5. Experience and training in landscaping, grounds maintenance, mowing, fertilizing, soil testing, aerating, weed control, painting athletic field lines, heavy equipment operation, snow removal, machining, welding, brazing, heating, cutting, concrete / asphalt, fencing, playground maintenance, roof repair, upholstery, silk screening, painting, sign making, drapery, blinds, and shades. Such alternatives to the above qualifications as determined to be appropriate and acceptable.

6. Knowledge in maintenance and care of athletic fields and surfaces for all sports.

7. Demonstrated knowledge of standard practices in the care of trees, shrubs, flowers, grasses, etc.

8. Knowledge in the practical application of Consumer Product Safety Commission and ASTM guidelines and American with Disabilities Act regulations as they apply to playground safety. 9. Certification Playground Safety Inspector Certification preferred.

10. Knowledge in maintenance and care of roofs; general knowledge of the tools, principles / practices, materials, and equipment used to install, repair, and / or maintain roofs. 11. Demonstrated proficiency with brazing, stick welding, MIG welding, TIG welding, arc welding equipment, oxygen acetylene torch, plasma cutter, hand grinders, belt sanders, etc. 12. Demonstrated proficiency with machining equipment such as milling machines, lathe machines, drill presses, band saws, chop saws, etc.

13. Knowledge of properties of metal and other materials; ability to use precision tools such as micrometers or calipers to take accurate measurements.

14. Knowledge in maintenance and care of playgrounds and playground equipment; general knowledge of the tools, principles / practices, materials, and equipment used in playground safety programs.

15. Knowledge and experience working with drapery, blinds, and shades.

16. Demonstrated proficiency with computer software such as Gravograph 7 Discovery, Vinyl Express LXI Master Plus and sign making equipment to create backgrounds, lettering, artwork, etc. within the borders of the particular design. Experience using Gravograph IS 900 engraving machine with a Raster Braille pen and Hermes Vanguard Vinyl System machine preferred.

17. Ability to fit, install, and secure material on frames using hand tools, power tools, glue, cement, staples, etc.

18. Ability to make and install signs and banners to meet needs of the District.

19. Knowledge of commercial / industrial practices, processes, and applicable code requirements related to the machining and welding trade.

20. Knowledge of commercial / industrial practices, processes, and applicable code requirements related to the upholstery and sign trade.

21. Knowledge of standard practices, tools, and terminology in machining, welding, landscaping, grounds maintenance, roof maintenance, playground maintenance, heavy equipment operation, upholstery, sign making, drapery, blinds, shades, and other assigned skill areas.

22. Ability to drive and operate medium to large trucks, mowers, standard skid-steer, and a variety of standard farm, lawn, and turf management equipment.

23. Ability to maintain vehicles and equipment.

24. Demonstrated proficiency with Microsoft Office software programs to include word processing, spreadsheets, Power Point, etc.

25. Demonstrated ability to supervise, direct, and engage personnel in carrying out multiple work assignments.

26. Ability to handle multiple priorities in a highly demanding team atmosphere, make decisions with limited data, and process information in an orderly, accurate, and timely manner.

27. Ability to write specifications and schematics, and to read, understand, and apply technical information in equipment and facilities maintenance manuals, technical bulletins, blueprints, and associated grounds keeping literature; must be able to interpret the technical language within the assigned skill areas.

28. Ability to design or modify components to meet job requirements in the assigned skill areas.

29. Must have a valid Commercial Kansas driver's license and possess a good driving record. 30. Ability to work in varied weather and temperature conditions.

31. Ability to work from heights and in confined areas.

32. Knowledge of colors.

33. Ability to perform work independently according to prescribed standards and procedures with a minimum of supervision.

34. Ability to follow verbal and written instructions.

35. Ability to read, write, perform basic math, and possess basic computer skills.

37. Knowledge of occupational hazards, safety precautions, hazardous materials, and proper ways necessary to perform the assigned tasks.

Physical / Emotional Requirements :

1. The incumbent may be required to use the below requirements during any part of the working day.

2. The incumbent must be able to lift and carry up to 100 pounds.

Performance Responsibilities :

1. Reports to the Facilities Manager to receive each day's assignments.

2. Supervise and evaluate department staff performance.

3. Carry out job duties according to District policies and enforce these policies with all personnel under direct supervision.

4. Provide or facilitate training for department personnel related to policies and procedures, safety, continuing education, etc.

5. Evaluates, directs, and coordinates responses to emergencies relevant to department.

6. Plan, schedule, coordinate, and oversee the workflow of department personnel.

7. Estimates time, material, and labor costs for various work carried out by department personnel as well as for contracted work.

8. Maintains records including purchasing requests, payroll sheets, work orders, equipment purchases, capital outlay projects, bidding documents, inventories, cost estimates, etc.

9. Assists with capital outlay budget for major and minor projects related to landscaping, grounds maintenance, heavy equipment, snow removal equipment, machining, welding, concrete / asphalt, fencing, playground equipment, roof repair / replacement, sign making, drapery, blinds, shades, etc. Ensures competitive bidding and pricing.

10. Prepares and processes purchasing documents.

11. Ensure that department personnel respond to work requests in a timely and courteous manner.

12. Ensure that department personnel perform maintenance and repair tasks in accordance with appropriate standards and procedures.

13. Assign and oversee a variety of work assignments including such things as landscaping, grounds maintenance, mowing, fertilizing, soil testing, aerating, weed control, painting athletic field lines, heavy equipment operation, snow removal, machining, welding, brazing, heating, cutting, concrete / asphalt, fencing, playground maintenance, roof repair, upholstery, silk screening, painting, sign making, drapery, blinds, shades, etc.

14. Develop a program to identify and manage noxious weeds on District property.

15. Ensure that proper safety procedures are strictly followed in application and quantities of pesticides and herbicides. Document the application and quantities of all pesticides and herbicides used in day-to-day operations.

16. Direct and assist department personnel in periodically performing manual digging and manual labor using hand tools.

17. Direct and assist department personnel in trimming and pruning trees on District property. 18. Direct and assist department personnel in repairing soil erosion as necessary.

19. Direct and assist department personnel in the installation, alteration, removal, replacement, maintenance, and repair of all hot and / or cold roofing systems and their related components to include asphalt, rubber, slate, tile, shingle, and sheet metal coverings.

20. Direct and assist department personnel in maintaining, repairing, installing, replacing, inspecting, and performing necessary actions to keep District roofs in good condition, and according to manufacturers specifications; ensure compliance with any warranties, additional guidelines, and appropriate regulations related to the roofing trade.

21. Direct and assist department personnel in cleaning roofs of water, snow, or debris to prevent possible roof leaks and punctures and to eliminate hazards related to severe weather. 22. Direct and assist department personnel in correcting problems by the use of appropriate materials to repair or correct cracks in membranes, ridges, and blisters, exposed felts, ponding water, lateral tears or splits in membrane flashings, open expansion joints, voids in over-lapping membranes, punctures, pitch pans, seals around equipment, skylights, access panels, roof drains, vent pipes, and seals for special installations on roof tops.

23. Direct and assist department personnel in repairing flashing, drip strips, roofing vents, and ridge caps.

24. Direct and assist department personnel in assembling, installing, and inspecting gutters, downspouts, etc.

25. Direct department personnel performing basic fabrications and repairs to sheet metal and copper roofing products; direct and assist department personnel in cleaning, cutting, and soldering metal roofing materials as required.

26. Develop, manage, and implement a roof inspection program.

27. Direct and assist department personnel in preparing objects for welding by preheating, cleaning, filing, positioning, aligning, clamping, and wiring loose parts; direct and assist department personnel in joining, fabricating, and repairing metals, alloys, and other weldable material by applying appropriate welding techniques.

28. Direct and assist department personnel in evaluating, designing, repairing, and / or fabricating machine work as required.

29. Direct and assist department personnel in examining weld for bead size and other specifications; direct and assist department personnel in repairing broken or cracked parts and filling holes as necessary.

30. Direct and assist department personnel in positioning and clamping work pieces together or assembling them in jig or fixtures; direct and assist department personnel in tacking assemblies together.

31. Direct and assist department personnel in selecting torch tip, filler ford, and flux according to welding chart specifications or type and thickness of materials.

32. Direct and assist department personnel in performing electric arc and acetylene welding on equipment including pipe, tanks, machine parts, metal structures, fixtures, and fittings. 33. Direct and assist department personnel in maintaining and performing minor repairs on welding equipment; direct and assist department personnel in cleaning and lubricating machines, tools, and equipment in order to remove grease, rust, stains, foreign matter, etc. 34. Direct and assist department personnel in fabricating, fitting, assembling, and / or modifying parts to make or repair machine tools or maintain industrial machines.

35. Direct and assist department personnel in machining parts to specifications with machine tools such as lathes, milling machines, shapers, grinders, etc.; direct and assist department personnel in monitoring the feed, speed, and temperature of machines during the machining process.

36. Direct and assist department personnel in dismantling machines or equipment as necessary to examine parts for defects and to replace defective parts.

37. Direct and assist department personnel in laying out, measuring, and marking metal stock in order to display placement of cuts.

38. Apply knowledge and experience to determine types and amounts of materials required to produce prototype parts, perform standard shop computations, and interpret geometric dimensions and tolerances as necessary.

39. Direct and assist department personnel in maintaining, repairing, installing, inspecting, and performing necessary actions to keep District playgrounds, playground equipment, and surfacing in compliance with Consumer Product Safety Commission, ASTM, and American with Disabilities Act regulations and manufacturers specifications; ensure compliance with any additional guidelines and appropriate regulations related to playgrounds and playground equipment.

40. Develop, manage, and implement a playground safety inspection program using Consumer Product Safety Commission, ASTM, and American with Disabilities Act regulations.

41. Perform annual safety inspections at each District playground; ensure that proper playground signage is in place at all District playgrounds.

42. Maintain files for each District playground including inspections, manufacturers information, equipment inventory, condition of playground equipment, and condition of surfacing.

43. Provide related technical information and assistance related to playgrounds and playground equipment to supervisors, staff, installation contractors, manufacturers, etc.

44. Communicate and coordinate with manufacturers and distributors of playground equipment on issues related to new equipment, old equipment, orders, warranties, etc.

45. Direct and assist department personnel in examining furniture frames, upholstery, springs, webbing, etc. to locate defects; direct and assist department personnel in drawing cutting lines on material following patterns, templates, sketches, or blueprints using chalk, pencils, paint, or other methods.

46. Direct and assist department personnel in fitting, installing, and securing material on frames using hand tools, power tools, glue, cement, staples, etc.; direct and assist department personnel in adjusting or replacing webbing, padding, or springs and securing them in place.

47. Direct and assist department personnel in restoring or repairing custom upholstered furniture using hand tools and knowledge of fabrics and upholstery materials; direct and assist department personnel in repairing furniture frames and refinishing exposed wood.

48. Direct and assist department personnel in removing covering, webbing, padding, or defective springs from work pieces using hand tools such as hammers and tack pullers; direct and assist department personnel in stretching webbing and fabric using webbing stretchers. 49. Direct and assist department personnel in operating sewing machines or sew upholstery by hand to seam cushions and join various sections of covering material; direct and assist department personnel in sewing rips or tears in material, or create tufting using needles and thread.

50. Direct and assist personnel in interweaving and fastening strips of webbing to the backs and undersides of furniture using small hand tools and fasteners; direct and assist department personnel in attaching bindings or applying solutions to edge of cut material to prevent raveling.

51. Direct and assist personnel in attaching fasteners, grommets, buttons, braids, buckles, ornamental trim, and other accessories to covers or frames using hand tools, etc.

52. Direct and assist department personnel in manufacturing interior and exterior signs for the District using wood, vinyl, plastic, aluminum, etc. according to specifications; direct and assist department personnel in engraving signs, producing stencils, producing silkscreens, etc. as required.

53. Direct and assist department personnel in producing and installing banners, drapery, blinds, shades, frames, name plates, etc. for the District; direct and assist department personnel in repairing and replacing all signs, drapery, blinds, shades, etc. throughout the District as necessary.

54. Direct and assist department personnel in selecting materials for signs, banners, drapery, blinds, shades, etc.; direct and assist department personnel in selecting letter heights, widths, types, and numbers.

55. Direct and assist department personnel in creating backgrounds, lettering, artwork, etc. within borders of a particular design using computer software; direct and assist department personnel in cutting in text and graphics using a computer driven plotter.

56. Direct and assist department personnel in producing and printing out a mockup of each sign for review and approval.

57. Direct and assist department personnel in installing interior and exterior signs for the District using appropriate hardware such as sign posts, bolts, rivets, etc., and working with appropriate tools such as saws, grinders, drills, punches, rivet guns, shovels, post-hole diggers, etc.

58. Apply knowledge and experience to determine types and amounts of materials required to cover work pieces; direct and assist department personnel in measuring and cutting new covering materials using patterns as well as measuring and cutting instruments following sketches and design specifications.

59. Direct and assist department personnel with development and carrying out preventative maintenance program and inspections, including, but not limited to, landscaping, grounds maintenance, heavy equipment, snow removal equipment, machining, concrete / asphalt, fencing, playground equipment, roof maintenance, etc.

60. Follow the District's system for the receipt and issuance of parts and supplies as well as maintaining recordkeeping and inventories.

61. Attend appropriate training sessions, meetings, and classes as part of professional development.

62. Ensure that department personnel accomplish assigned tasks in a safe and efficient manner.

63. Direct and assist department personnel in operating and caring for equipment used in daily work assignments.

64. Ensure that all assigned vehicles, machinery, equipment, tools, and supplies are accounted for, secured, and used correctly.

65. Ensure that department personnel maintain accurate and complete time sheets.

66. Direct department personnel, as necessary, in assisting other maintenance areas with work requests as assigned.

67. Direct department personnel, as necessary, in assisting with snow removal including operating snow plows, tractors, etc.

68. Respond to emergency situations during and after hours as requested for the purpose of resolving immediate safety concerns. Evaluate situation and take proper corrective action. 69. Demonstrate professional image through appearance, language, and work ethic.

70. Perform other duties as assigned.

Term of Employment : Twelve (12) months

Evaluation : Performance of this position will be evaluated in accordance with provisions of the board policy on evaluation of Classified Personnel.
