Program Manager (On-Site) - EOD Training Support

Position Overview:
We are seeking an experienced Program Manager to oversee Explosive Ordnance Disposal (EOD) training support operations at Naval Base Point Loma, San Diego. The ideal candidate will be a former EOD Technician with program management experience in DoD training contracts. This role requires strong leadership, technical expertise, and the ability to manage complex training programs that support mission readiness.
Key Responsibilities:
- Lead and manage all contract operations and personnel related to EOD training.
- Ensure compliance with OPNAVINST 1500.75(Series), OPNAVINST 8023.24(Series), and other applicable DoD regulations.
- Oversee and execute training programs, ensuring alignment with mission objectives and safety standards.
- Serve as the primary point of contact between the contractor, COMEODGRU ONE, and government stakeholders.
- Develop and manage training schedules, resources, and reporting requirements.
- Ensure instructors and support personnel are fully qualified and meet physical, psychological, and certification requirements.
- Monitor and enforce safety protocols, including explosives handling procedures.
- Conduct After-Action Reviews (AARs) and implement process improvements for training effectiveness.
- Maintain security clearance requirements and ensure personnel compliance with classified information handling.
Minimum Qualifications:
✅ 10 years' experience as an EOD Technician (U.S. Military).
✅ Program Management Professional (PMP) Certification.
✅ 2 years' experience managing DoD training contracts of similar scope.
✅ Ability to obtain and maintain a SECRET security clearance.
✅ Meet all physical and psychological requirements per OPNAVINST 1500.75(Series).
Preferred Qualifications:
✔️ Bachelor's degree (Business Management or MBA preferred).
✔️ Experience managing high-risk training programs involving live ordnance and explosives.
✔️ Knowledge of Naval Special Warfare (NSW) and EOD training requirements.
✔️ Prior experience with Joint and Interagency EOD operations.
Additional Requirements:
- Pass a physical and mental examination before hire.

Be capable of moderate physical exertion, including:
- Standing and walking on rough terrain for extended periods.
- Lifting up to 50 lbs (e.g., tools, inert ordnance).
- Bending, crouching, stooping, and reaching as required for training activities.
- No uncorrectable vision impairments, seizure disorders, or significant hearing loss.
- Complete a psychological evaluation due to the high-risk nature of the courses.
- Obtain Explosives Handling Certification (if duties involve handling ammunition or explosives).
- Maintain CPR and Safety Training certifications.
- Ensure compliance with security, safety, and professional conduct regulations.
