Position Overview:
Torch Technologies is seeking a Electronic Security Systems (ESS) Manager to join a team supporting the EPASS Advisory and Assistance Services for the Electronic Systems Directorate (AFLCMC/HB) at the AF Life Cycle Management Center. This role directly supports the Force Protection Division (AFLCMC/HBU) and requires interfacing with military personnel, Government civilians, contractor project managers, and FFRDC/A&AS support personnel on the Division’s projects, programs, and initiatives.
Responsibilities:
The successful candidate will perform as a Principal in Security Forces (SF) electronic security systems operations, collaborating with the Air Force Installation Support Command (IMSC), major commands (MAJCOMs), and the AFSFC/SFXR branch on security forces electronic and physical security requirements.

Essential Duties:
- Work within integrated product teams (IPTs) to provide accurate SF requirements interpretation for the development, acquisition, and deployment of electronic security systems protecting Air Force bases worldwide, including security for the entire Air Force nuclear weapons stockpile.
- Guide project managers in the development and coordination of:
- Mission Needs Statements
- Concept of Operations (CONOPS)
- Operational Requirement Documents
- Program Management Directives
- Operational Test Plans
- Coordination with AF Security Forces Center (AFSFC), MAJCOMs, and other services.
- Coordinate project site survey scheduling with AFSFC and MAJCOMs for both nuclear and non-nuclear assets.
- Assist AFSFC and MAJCOMs in developing Security System Products Descriptions (SSPDs) for electronic security programs.
- Develop and maintain Project Support Agreements (PSAs) with MAJCOMs and installations.
- Provide Rough Order of Magnitude (ROM) and cost estimates for the Program Objective Memorandum (POM) process.
- Guide Integrated Base Defense Security System (IBDSS) budget expenditures for installation, sustainment, and modernization of electronic and physical security systems.
- Act as the primary SF IPT member for fixed-site alarm annunciation and automated entry control systems for all PL1-PL4 installations, including: PL1 Nuclear (PL1N), CONUS and OCONUS installations, Tactical installations in the Area of Responsibility (AOR).
- Deploy to Pre-Award and Post-Award site surveys to provide SF technical expertise.
- Assist in developing acquisition documents, including: Statements of Work (SOWs), Installation Specifications, Contract Data Requirements Listings (CDRLs)
- Provide SF technical expertise in: Request for Quote (RFQ) Fair Opportunity Evaluations (FOEs), Project Design Reviews (DRs), Government Acceptance Tests (GATs) and Contractor Verification Tests (CVTs).
- Serve as a liaison between the program office and organizations such as: Physical Security Equipment Advisory Group (PSEAG), IBDSS Working Group.
- Provide logistics support and training for new and legacy security systems through the Cryptologic Systems Group (CPSG) in San Antonio, Texas.
- Assess lethal and non-lethal weapons for personnel and resource protection in both garrison and deployed environments.
- Integrate Army, Navy, and Marine Corps security requirements into AF project strategy documents for joint acquisitions.
One of the following is required:
- Advanced Degree (MA/MS) 12 years of experience in a related technical/professional discipline, including 5 years in the DoD.
- BA/BS Degree 15 years of experience in a related technical/professional discipline, including 5 years in the DoD (defense acquisitions, Security Forces, and/or engineering).
- 20 years of directly related experience with relevant certifications, including 8 years in the DoD (defense acquisitions, Security Forces, and/or engineering).
- A current DoD Secret security clearance is required.
