Job Description

Torch Technologies is seeking a Quality Engineer to support the Design for Reliability and Manufacturing (DfR/DfM) Integrated Product Team (IPT) within LRSO at Eglin AFB, FL. 

Overview of area in which work will be performed

The U.S. Air Force is developing a new LRSO nuclear missile.  The service plans to field the LRSO by 2030 to replace the current, General Dynamics (now Raytheon) AGM-129A Advanced Cruise Missile (ACM) that originally entered service in 1991.  In May 2021, the Air Force awarded an Engineering and Manufacturing Design (EMD) contract to Raytheon Missiles and Defense, Tucson, Arizona. The Air Force Nuclear Weapons Center (AFNWC) Nuclear Weapons Acquisition Division (AFNWC/ND), which is resident at Eglin AFB, Florida, is the System Program Office (SPO) responsible for the acquisition.

Role and Responsibilities

  • Plans, organizes, performs and provides guidance on mission assurance and quality assurance efforts.
  • Provides focused technical and engineering analysis support during transition from design to development to production operations with emphasis on yield improvements, capacity analysis, management of key characteristics and critical manufacturing process, and process validations.
  • Conducts assessments within quality assurance specialty areas and provides technical recommendations to enhance system design, producibility and performance.
  • Prepares Mission and Quality Assurance reports with analysis of meeting requirements to support Production Readiness Review.
  • Recommends design and/or test methods and statistical analysis approaches for achieving required and verifying levels of product reliability.
  • Reviews system design; analyzes hardware and software integration, and makes recommendations to resolve deficiencies to ensure manufacturing and quality has been appropriately incorporated into design.
  • Participates and provides evaluation in design reviews of manufacturing technology insertion, application of process control techniques, development of inspection planning and assessment of production deployment activities to include tooling, test equipment, training, supply chain management, maintenance requirements and production planning and control systems.
  • Assesses Engineering Change Proposals (ECPs) and other system change requests to identify and quantify risks and impacts.
  • Performs data analysis to include statistical process control (CpK), cost, root cause, corrective action, and test thoroughness.
  • Evaluates and analyzes methods and procedures for inspection, test and acceptance of hardware.
  • Participates in failure review boards, analyzes root cause failure, and drives corrective actions forward to completion.
  • Utilizes root cause analysis methods and statistical tools to resolve design and manufacturing quality issues.
  • Participates in non-conforming material review process, evaluates containment and review activities, analyzes root cause, recommends disposition of hardware, and evaluates effectiveness of corrective and preventative actions.
  • Represents the IPT at program office Risk Boards, Configuration Control Boards, Material Review Boards, Contract Data Requirement Documentation and at various contractor meetings, management reviews and engagements to include supplier assessments and surveillance.
  • Analyzes complex processes and systems; identify potential risk, mitigation strategies and drives improvements.
  • Analyzes and recommends actions from review of documentation such as PFMECA’s, Cpk studies, Process Verification reports, Work Instructions, and Control Plans.
  • Implements, maintains, analyzes and reacts to various production performance metrics and KPIs.

 

Job Requirements

 

  • Must have a Master’s degree in quality engineering or equivalent discipline.
  • Must have at least 10 years in quality engineering experience.
  • Must be a U.S. Citizen.
  • Must have an active SECRET DoD security clearance.
  • Must be eligible for a TOP SECRET clearance.
  • Must maintain clearance at required level. 
  • Experience as a Quality Engineer with maintaining and assuring adherence to a Quality Management System IAW AS9100 is required.
  • Conducting assessments of manufacturing maturity and quality management systems during transition from design to development to production including related quality, mission assurance, and supply chain activities.
  • Experience with implementation of Production Part Approval Process (PPAP) and Production Test Inspection Planning (PTIP).
  • Experience with conducting Quality Audits and Surveillance and supporting Quality certifications to meet AS9100 requirements throughout the Supply Chain.
  • Experience with the production, testing, and acceptance of weapons systems or complex designs.
  • Experience with external Quality audit activities to ensure legal compliance.
  • Familiar with and have implementation experience of quality tools and measurements to include statistical analysis.
  • Experience in continuous process improvement and data analysis of critical manufacturing processes.
  • Ability to manage multiple tasks supporting various projects.
  • Ability to work within team environment of different skillsets and engineering disciplines.
  • Experience preparing technical reports and briefs.
  • Nuclear weapon experience highly desired.
