Total Engineering & Consulting Services, LLC (TEC) is seeking an experienced municipal and water resource construction inspector to join our team in Pittsburgh, PA. As a construction inspector with TEC, you will play a crucial role in overseeing on-site construction activities, ensuring compliance with contract documents, and serving as a key liaison between Client, Engineer and Contractor.
Responsibilities:
- Provide Project Oversight including the review project schedules, shop drawing submittal schedules, and schedules of values prepared by contractors.
- Collaborate with Contractor, Client, and TEC Engineers to ensure compliance with contract documents. Act as the Client and engineer's liaison with contractors, assisting in contract document interpretation.
- Conduct on-site observations of work progress, verifying compliance with plans and specifications. Report any unsatisfactory, faulty, or defective work to the Client and engineer.
- Attend pre-construction and progress meetings, document key discussions, and circulate comprehensive meeting minutes.
- Maintain detailed project documentation, including diaries/logs, correspondence, shop drawings, change orders, requests for information and contractor records. Utilize computer and business software packages to prepare correspondence related to projects, manage project workflow and maintain project site and vehicle use records.
- Evaluate plans for adherence to Client requirements and standards
- Prepare or review cost estimates to ensure accuracy and completeness
- Review improvement guarantee reduction requests and provide recommendations.
- Must be willing and able to travel to project sites, client's offices, and other TEC offices.
- Assist in testing, inspections, and start-up activities, ensuring proper documentation and execution.
- Attend and run pre-construction & weekly progress meetings with the client, engineer, and contractor. Give input on issues that arise during construction. Maintain communication with all stakeholders to ensure the project runs on schedule. Analyze potential delays and claims, recommend appropriate action.
- Review applications for payment with Contractor and confer with Engineer on recommendations for progress payments.
- Be knowledgeable of State and local procedures and requirements for management of a project.
- Perform field testing of materials installed and start-up and acceptance of equipment.
- Prepare a final punch list at substantial completion and perform final project review for project closeout.

Qualifications:
- Minimum of 3 years construction inspections experience in municipal, water resources, wastewater, or related field.
- Self-motivated, proactive with good interpersonal communication skills
- Must have a valid U.S. Driver's License to travel to job sites, meetings and/or regional office(s).
- Knowledgeable in effective practices, methods, and techniques of municipal construction.
- ACI certification is desired but not mandatory. NICET Certification a plus.
- Ability to travel to job sites, meetings, and other office locations as required (Valid U.S. driver's license is required.
- High school diploma or GED required.
- Intermediate proficiency in Microsoft Office Suite including Outlook, Word, and Excel.
- Must have a flexible work schedule to adhere contractor work schedule.
- Must be organized and possess the ability to communicate effectively and in a professional manner.
Successful Candidate may be required to accrue and/ or renew the following certifications:
- NICET – Highway Construction
- ACI - Field Technician Certification
- NACE - CIP Level 1
- OSHA - 10/30
- NASSCO - Pipe Assessment
- Confined Space Training
