TJFACT is seeking a well-versed Task Lead (Development/Enhancement) to support the U.S. Department of State Bureau of Consular Affairs, Website Support Services in Washington, DC!
The Department of State’s (DOS’s) Bureau of Consular Affairs (CA) is charged with protecting and assisting United States (U.S.) citizens abroad, issuing passports to U.S. citizens, and issuing immigrant and non-immigrant visas to foreign nationals according to the laws of the U.S. Government.
The Development/Enhancement Task Lead shall provide software analysis, design, and enhancement support for WSS. Work may be required because of initiatives with other agencies, congressional mandates, increased data sharing and data gathering with the general public, migration of consular automated systems to new development and/or operating platforms, remediation of security vulnerabilities, 508 compliance and maintaining alignment with the CA/CST Enterprise Architecture.

Major Duties and Responsibilities
- Support modernization, enhancements and implementation of new processes associated with existing websites and web applications.
- Design and development support of existing websites and web applications to new technologies, operating systems, browsers, and platforms.
- Develop new functionality or/and releases for existing CA/CST websites and web applications.
- Develop strategies and methodologies for designing and improving user experience (UX) and user interface (UI) for all products and services.
- Perform decommission and data migration of existing websites and web applications.
- Perform content management support to include site layout and content changes.
- Perform testing and review procedures of components against capability requirements.
- Perform training sessions and develop and manage all required CA/CST documentation (design documents, testing plans and scripts, installation instructions);
- Support the development of CA/CST’s new Website Governance Model.
- Perform mobile application development support for mobile versions or/and mobile applications compatible with devices.
- Support and conduct analysis of Change Control Requests (CCR) based on identified change needs or/and as directed by the COR or GTM.
- Support non-emergency and emergency patch and maintenance releases to include bug fixes, security, and performance issues.
- Document, and report status of all development activities in accordance with CA/CST SDLC, PM, and Configuration Management (CM) requirements; and
- Perform system configuration testing and support for development and deployment.
Required Qualifications:
- Must be a U.S. Citizen
- Active security clearance
- Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) during the life of this contract.
- 10 plus relevant industry experience.
- 10 years equivalent PTL experience
Preferred Qualifications:
- Minimum of two (2) years of Consular Affairs experience
- Technical writing experience
