What are the responsibilities and job description for the Utility Supervisor-Line Maintenance position at Town of Addison?
Normal Work Hours are Monday through Thursday, 6:00am - 4:30pm
Under general supervision of the Utilities Manager, oversees the day-to-day operations, maintenance, repairs and programs associated with the water distribution and wastewater collection system, including; monitoring pump station operations and SCADA system functions to ensure compliance and safety of employees and the safety and health of the general public. Plans, prioritizes, reviews, and assigns tasks to subordinates.
- Supervises multiple crews in various tasks related to repairs and maintenance of the water distribution and wastewater collection system.
- Monitors and leads the work of assigned crew members to ensure work is being completed in a safe and timely manner.
- Develops schedules, assignments, and programs for operations and maintenance.
- Utilizes multiple software aiding in the repairs and maintenance of Town water distribution system and wastewater collection systems.
- Assists with GIS updates: Field verification, GIS corrections, data collection, etc.
- Oversees line locates for water and wastewater utilities.
- Oversees the set-up of barricades at work sites to warn traffic of work hazards.
- Operates heavy equipment and trains employees on the operation of heavy equipment as needed.
- Oversees work in confined spaces, extreme heights, trenches, etc... during repairs and maintenance.
- Oversees the cleaning and maintenance of shop tools, equipment, and vehicles.
- Assists in managing the yearly budget for construction and maintenance projects, to include necessary inventory,equipment and supplies for daily work and special projects; generates purchase orders as required.
- Inspects work completed by external contractors involved in utility installations including but not limited to water, wastewater, and pump stations.
- Reviews plans, specifications, blue prints, and other diagrams; participates in overseeing bids and writing technical specifications.
- Assists with construction projects as needed.
- Participates in hiring department employees; conducts performance evaluations; authorizes overtime and time- off requests; recommends disciplinary actions as necessary; provides or arranges job training.
- Maintains compliance with new rules and regulations along with licensing requirements and education as needed.
- Completes and notifies proper authorities in cases of Sanitary Sewer Overflows (SSO's) and other reporting required by Texas Commission on Environmental Quality (TCEQ) regulations.
- Maintains divisions equipment, materials, and supply inventories; orders, procures, and specs out replacements as needed.
- Performs on-call duties as assigned and responds to emergencies both during and after normal working hours.
- May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Performs related duties as required or assigned.
Education and Experience:
- High school diploma or GED equivalent; AND
- Five (5) years work experience in a public drinking water system or in a field related to water systems, such as underground utilities; construction and/or rehab; OR
- An equivalent combination of education, training, and experience.
Conditions of Employment:
- Water Distribution Class C License, Wastewater Collection Class II License from Texas Commission on Environmental Quality (TCEQ), and Work Zone Traffic Control Class.
- Safe driving record and valid Texas Commercial Driver’s License Class A with air brake endorsement.
- Clear Criminal Background check and pre-employment drug screen.

- Knowledge of work safety practices, procedures, and protocols.
- Knowledge of materials, tools, and equipment used in water/wastewater repair and maintenance.
- Skill in operating tools, equipment, and machinery used in water/wastewater repair and maintenance.

- Skill in following written and verbal instructions.

- Ability to communicate effectively both verbally and in writing.
PHYSICAL AND WORK ENVIRONMENT
Work is performed outdoors in various weather conditions. Work requires exposure to potentially dangerous tools, equipment, machinery, chemicals, and may require entry into confined spaces, extreme heights. Safety devices such as (but not limited to); gloves, goggles, steel-toed boots, and hard hats, are provided and must be worn when required by department procedures and good safety practices. May be required to lift objects weighing up to 100 pounds and work at great heights.
This is an exempt position. Routine schedule is 40 hours per week, Monday through Thursday. Incumbent will be required to work an on-call rotation schedule. Schedule may be modified if department needs arise. May be required to work overtime if needed.
