Youth Basketball Referee
Recreation Department
FLSA – Non-Exempt
Part-time, Non-Union – Level 1, Step 9

Job Summary:
Implements Youth Basketball program for grades K-12 and referees basketball games for youth. Maintains courts, equipment and a clean and safe environment. Enforces rules, regulations, and polices to referee basketball games. Decides and communicates actions of game using signals. Designates fouls and penalties. Records scores. Manages participant and spectator safety.

Supervision Received:
Works under the direction of the designated site supervisor, and the Sports Director. Follows established AYBL department rules, regulations, policies and procedures.

Supervision Exercised:
May occasionally lead, guide and direct volunteers. Instructs players in rules and regulations of the game.

Essential Functions:
  • Implements Youth Basketball program for grades K-12 and referees basketball games for youth
  • Maintains courts, equipment and a clean and safe environment; Manages participant and spectator safety; Supervises activities at site(s) and surrounding areas to ensure safety and welfare of players, the general public, and attendees.
  • Sets up and breaks down basketball game equipment; Starts games at scheduled times.
  • Records scores; Enforces rules, regulations, and polices to referee basketball games; Decides and communicates actions of game using signals; Designates fouls and penalties.
  • Maintains appropriate documentation; Reports incidents and accidents.
  • Attends AYBL Referee trainings; Follows and implements Association and AYBL Referees’ training; Ensures teams are treated fairly and equally in accordance with AYBL and Basketball sport rules.
  • Assists with implementation of All-Star games.
  • Performs similar or related work as required, directed, or as situation dictates.
  • Travels to various sites for games and events; Works schedule includes evenings, weekends, and holidays as Youth Basketball program schedule dictates.

Minimum Qualifications:
  • At least 16 years old, or 15 years old with a work permit.
  • Background in playing or officiating basketball, and possession of the Knowledge, Skills, and Abilities listed below.
  • Availability and willingness to work weekday evenings and weekend days/evenings January – March.
  • Availability and willingness to attend a mandatory AYBL Referee training before the season begins.
  • Must have reliable transportation to travel to various locations.
  • Successful completion of training as determined by the town.

Knowledge, Skills, and Abilities:
Knowledge: Understanding of basketball rules and youth sports. Familiarity with local facilities and youth programs. Ability to recognize and address safety issues; write incident reports when necessary.

Skills:
Strong communication, leadership, and conflict management skills. Ability to effectively interact with participants, parents, staff, and the public. Teaching and mentoring skills to help youth learn the game of basketball.

Abilities: Physically perform refereeing duties (e.g., running, standing, and lifting up to 50 lbs.). Work respectfully with diverse populations and maintain professional relationships. Drive or access transportation to arrive at various sites on time.

This position is required to stand or walk, run, stoop, bend, crouch, twist, turn, talk and hear for extended periods; uses hands to finger, handle, or feel objects, tools, or controls; reaches with hands and arms; specific vision abilities required include close and medium distance vision, peripheral and color vision and depth perception and the ability to adjust focus; ability to operate a keyboard; frequently lifts up to 50 lbs. Ability to perform physical conditioning to referee games.

Work Environment:
Work is generally performed in indoor or outdoor gyms or basketball courts. Noise levels are moderate to loud. Operates computers, telephone, copiers, facsimile machines, and other standard office equipment occasionally. Operates basketball equipment and tools. Makes regular contacts with youth, supervision, parents, town citizens, other agencies, community leaders, and participants. Most contacts involve an information exchange, providing directions, instruction, and communicating decisions. Has no access to confidential information about youth participants. Errors in judgement or administration could have adverse effects or result in monetary and or legal repercussions or damage the reputation of program.
