ASSISTANT RECREATION DIRECTOR

Definition
Responsible for administrative and supervisory work assisting in the planning, organizing, coordinating and implementing a comprehensive community recreational program and state licensed pre-school and after school programs, including operation of a skating rink, beach, spray pool and gymnasium; all other related work, as required.

Supervision
Works under the policy and administrative direction of the Director in accordance with federal, state and local laws, rules, and regulations affecting the operation of the Arlington Department of Parks and Recreation. . Consults with the Director on situations not clearly defined by precedent or established procedures. Provides department and capital project updates to the Park and Recreation Commission.

Performs highly responsible duties requiring independent judgment. Establishes short-term and long-term goals and plans, performance standards and assumes responsibility for results.

Works independently, in accordance with established procedures, departmental policies and standards. Performs a variety of responsible duties which require attention to detail and accuracy and the exercise of considerable judgment and initiative in carrying out an entire operation.

Supervisory Responsibilities
Supervises ten full-time employees, directs the work of more than 100 seasonal employees, and oversees consultant services where applicable. Participates in hiring, firing and disciplinary discussions.

Work Environment
Some work is performed under typical office conditions; work is frequently conducted outdoors engaged in physical activities. The workload is subject to seasonal and weather-related fluctuations. The nature of the work requires irregular work schedules, including evening and weekend hours, attendance at meetings and response to emergency situations.

The employee operates standard office equipment and recreational equipment.

The employee has ongoing contact with the public and regularly interacts with town departments, town officials and a variety of service providers and organizations, including youth sports, friends groups, private organizations and various community civic organization, etc. Contacts require persuasiveness and resourcefulness to achieve desired objectives; contact with the public is in person, by telephone, e-mail, and in writing.

The employee has access to personnel files, bid documents and criminal investigations and records.

Errors could result in personal injury, injury to others, damage to buildings or equipment, delay or loss of service, monetary loss and legal repercussions.

Essential Duties and Responsibilities

Provides leadership and direction in the development of performance standards and short and long term planning. Gathers, interprets and prepares data for studies, reports and recommendations.

Assist with leading the facilitation of community processes and other related services as required on a variety of planning project types.

Presents projects, interprets policies, and addresses issues and concerns at meetings, often outside of regular working hours during evenings and weekends.

Assists in the preparation of the operating and capital budgets. Reviews and reports on expenditures and revenues and assists the program supervisor with program cost analysis reports.

Provides support for parks and playgrounds, including writing grants and proposals, producing and overseeing maintenance contracts, repairs and improvements, and play lot audits.

Assists in the design, planning, and management of capital projects, including the development of open space, park and playground planning, design and construction projects, which may include managing programming and spatial studies, design studies, facilities analysis, feasibility studies, and all phases of capital project work.



Responsible for reviewing and working with the appropriate staff and boards in updating policies. Organizes and participates in inter-agency, interest groups, and community/public meetings to obtain/promote approvals and consensus for development of projects and programs.

Assists the Director in the oversight of department facilities, including Rink, Reservoir, Parks, Fields, and all spaces rented or leased by the department.

Adheres to all State and Federal Laws in carrying out the offerings of the recreation department.

Assists in the acquisition, planning, design and replacement of equipment and recreational facilities; helps coordinate maintenance of recreational facilities with the Public Works Department, Facilities Department and the School Department. Assists with managing field permitting, ice skating and facility rentals, and coordinating park gifts and donations as applicable.

Attends Park and Recreation Commission meetings. Assists the Director in preparing reports and agenda items for the meeting.

Assists in developing specifications for projects by preparing quotes and bids for procurement.

Assists the Director in managing capital projects under the jurisdiction of the Park and Recreation Commission.

Serves as the Recreation Director in his/her absence.

In coordination with the Recreation Supervisor, reviews and evaluates the work of part-time, seasonal and volunteer workers.

Performs similar or related work as required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
Bachelor's Degree in recreation, education, human services, land management, or a related field; five years of progressive experience in recreation including supervision of other employees; or an equivalent combination of education and experience.

Experience designing, planning, and directing the operation and maintenance of public lands at the management level is desirable.

Additional Requirements
Valid Massachusetts motor vehicle operator’s license, CPR & First Aid Certificates

Knowledge, Ability and Skill
Considerable knowledge of practices, principles and techniques of community recreational services. A working knowledge of financial planning and budgeting principles. An understanding of Massachusetts General Laws that relate to the operation of a Recreation Department. Knowledge of marketing and public relations practices.

Ability to interact effectively and diplomatically with other town employees and the general public. Ability to communicate clearly and concisely, both orally and in writing, with people of all ages and backgrounds. Ability to develop and adapt innovative cost effective programs to meet community needs. Ability to instruct others.

Ability to read and review design and construction plans preferred.

Excellent planning, organizational and customer service skills. Supervisory skills. Budgetary skills.

Knowledge of current recreational software programs. Excellent computer skills including high competency with the Microsoft office suite..

Knowledge of Parks, Recreation and Facilities management, including playgrounds, trails, athletic facilities, ice rink, pool/bathing beach management, plumbing and electrical systems, fencing, park roads and sidewalks.

Knowledge of applicable zoning and building code as they pertain to parks and facilities projects.



Physical Requirements
Moderate physical effort is generally required to perform duties at program sites. The employee is frequently required to stand, walk, sit, speak and hear, use hands to operate equipment, climb or balance and is routinely required to move equipment weighing up to 50 pounds. Vision requirements include the ability to read routine documents, use a computer and operate an automobile.
