Systems Analyst and IT Project Manager
Full-Time 35 Hours
Salary Range $83,662 - 108,115 Annually
Definition
Professional, supervisory, administrative, and analytical work in support of technology related projects and initiatives to all Town and School Departments, overseeing the design and execution of IT services, infrastructure, and software within the organization. This role is designed to have a wide reach across the organization to seek out and develop technology and business practice modernization initiatives, with a focus on enterprise applications utilized by both the Town and School District. The current portfolio includes MUNIS, Google suite, Office365, ESRI and OpenGov.
Main duties include business analysis, project planning, budgeting, resource allocation and project implementation. The use of technology as a solution, especially with a holistic view of the organization can help individual staff and the Departments reach their goals of a more robust, efficient, and effective work environment.
Work Environment
Work is performed under typical office conditions and remotely as needed. May need to work in various other offices to support staff in other departments, outside of normal working hours as required to complete tasks and may attend evening meetings to support initiatives as needed.
Has regular contact with staff and offices throughout the Town in answering questions by phone, email, in person, and through the IT Help Desk, solving problems, providing training, designing and implementing support for applications. Considerable diplomacy and sound judgment in managing these relationships is essential.
Works under the general supervision of the Director of Applications and Development. The successful candidate will have experience setting priorities while balancing the incoming requests from staff, board/committees, and public requests. Certain larger project initiatives are to be communicated clearly to CIO and the IT Leadership Team to help prioritize within the larger framework of the Department. This position requires an independent, self-starter mindset with a solid understanding of how to manage multi-project, on-demand requests, to delivery timely results.
Has access to extensive confidential information throughout the Town government and School District.
Errors in administration and judgment could significantly affect the municipality’s ability to deliver services, could have financial and legal repercussions.

Project Management:
- Manages assigned IT projects to ensure adherence to budget, schedule, and scope of project.
- Develops, maintains, and revises proposals for assigned projects including project objectives, technologies, systems, information specifications, timelines, funding, and staffing.
- Understands the project scope and how individual work packets impact schedule.
- Sets and tracks project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed.
- Establishes and implements project communication plans, providing status updates to affected staff and stakeholders.
- Collects, analyzes, and summarizes information and trends as needed to prepare project status reports.
- Works to ensure smooth transition to MUNIS and other platform upgrades including communicating with various town staff and providing and or coordinating relevant training to affected staff.
- Serves as backup to the service desk in the implementation of controls permissions for access to data within the MUNIS and other enterprise systems.
Business/Systems Analyst:
- Provides business process and systems analysis with an eye towards standardizing operating procedures and eliminating manual activities that can be digitized
- Designs frameworks and configuration of workflows
- Implements and controls permissions for access to data within platforms and applications. Extensive information within the system includes but is not limited to access to highly confidential information
- Troubleshoots technical issues as escalation point for IT Service Desk
- Works closely with IT Managers of Applications and Service Desk to transition projects into fully supported services
- Creates system guidelines and manuals for the organization. Writes and leads technical specification plans for Department Heads and provides ongoing technical support. This includes installing software, leading onsite trainings and technical support.
- Regularly reviews and works with stakeholders to improve the member management process. Conducts regular reviews of systems and generating reports on efficiencies and improvement areas
- Structures and prioritizes business requirements and communicating plans with stakeholders for review and approval
- In-depth assessment of current practices, which may involve short- or long-term efforts and immersion in requesting department’s environments
- Listens to and synthesizing information provided by staff and understanding why challenges exist to promote development of a useful solution
- Documents and communicates finding
Education:
