POSITION: Payroll Manager
JOB GOALS: This position provides administrative, financial, and operation oversight for the Combined Town/School Payroll Department
MINIMUM QUALIFICATIONS:
Bachelor’s degree in accounting or related field
5 years of municipal payroll experience, or an equivalent combination of education and experience
Experience leading or managing others preferred
KNOWLEDGE, SKILLS AND ABILITIES
Strong written and verbal communication skills.
Ability to work collegially and cooperatively with all constituencies within the Town of Arlington and Arlington Public Schools.
Willingness and ability to help other co-workers as needed.
Ability to effectively meet and deal with the public; ability to handle stressful situations.
Strong knowledge of computers and electronic data processing with proficiency in Microsoft Office Products. Advanced proficiency in MS Excel desired.
Experience utilizing financial accounting and payroll systems. Familiarity with MUNIS is essential, 3 to 5 years of experience with MUNIS is preferred.
Certification as a Certified Payroll Professional (CPP) or equivalent, or willingness to become certified.
General knowledge of payroll and retirement systems, operations and procedures of local government; ability to research legal and procedural issues related to school administration and town government
Ability to handle large volumes of work and a variety of jobs associated with the running of a busy office in an efficient and accurate manner.
PERFORMANCE RESPONSIBILITIES:

Maintain a high level of confidentiality.
Oversee processing of payroll for all town and school employees and maintain accurate, up-to-date files of all payroll information.
Supervises payroll specialists to ensure town and school payrolls are prepared timely and accurately.
Evaluates payroll specialists in accordance with the AEA Unit C Contract.
Establish a comprehensive payroll procedure manual in accordance with municipal and state guidelines.
Train payroll staff using the procedure manual.
Prepare reports for School and Town Departments Heads as needed.
Ensure that payroll is in compliance with contractual requirements. This includes reviewing salary, step, longevity, and other changes and adjustments, accumulated leave and all other special pays.
Create and maintain files to transmit payroll information to the appropriate financial institutions including direct deposit, credit union, retirement and annuity providers, and state and federal governmental agencies.
Prepare salary and service verification for Massachusetts Teachers Retirement System and Town of Arlington Retirement Board.
Responsible for quarterly/annual reporting.
Prepare data for various filings for state and federal government as needed, including W-2s and Affordable Care Act.
Work with School and Town Finance departments to reconcile all salary accounts.
Provide information as requested by Town and School officials.
Oversee process for mortgage verifications and salary affidavits.
Responsible for deduction file maintenance associated with GIC Health Insurance, Dental Insurance, Life Insurance, Credit Union, etc.
Provide fiscal salary reporting for the state end-of-year report.
Responsible for updating and correcting general ledger payroll accounts.
Maintain files on elective cafeteria plans, union dues, garnishment, and tax sheltered annuities.
Record, or direct recording of, new or changed pay rates in payroll register or computer files.
Interpret policies and government regulations affecting payroll procedures.
Reconcile deposits to escrow accounts with the Town Treasurers’ Office.
Other related duties may be assigned.
TERMS OF EMPLOYMENT: Full Year Position. Benefits in accordance with School and Town benefits for non-union personnel.
REPORTS TO: Assistant Superintendent for Finance and Operations
SALARY: $95,000 - $115,000 annually
BENEFITS: Health Insurance, Dental Insurance, Life Insurance and other benefits consistent with non-union employees of the Arlington Public Schools
