GENERAL PURPOSE
Reporting to the Public Works Director, the Construction Superintendent is a key leadership role responsible for overseeing and implementing public works construction projects. Collaborating closely with the Highway, Water, and Wastewater Superintendents, the Construction Superintendent ensures the successful construction of water, sewer, stormwater, roads, and sidewalk improvements. This role requires expertise in reviewing plans and specifications, preparing cost estimates for Capital Improvement Projects, and actively participating in the design process for various Town projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Project Oversight:
- Manage construction projects from design through completion.
- Ensure compliance with plans, specifications, and applicable division standards.
- Identify and resolve issues to guarantee project success.
2. Leadership and Collaboration:
- Provide guidance and recommendations to the Public Works Director.
- Offer leadership, direction, and technical guidance to staff.
- Assign and manage incoming development and CIP workload.
3. Design and Review:
- Develop project scopes, budgets, and schedules.
- Review and document responses for development plans.
- Serve as the technical expert for incoming development.
4. Recordkeeping and Documentation:
- Establish and maintain a robust process for records and documentation.
- Prepare project activity status reports, contracts, and financial documents.
5. Safety Program Management:
- Oversee the overall safety program for public works.
- Establish training needs and maintain training records.
- Ensure compliance with construction best practices, OSHA, and safety regulations.
6. Public Works Capital Improvement Program:
- Support the Public Works Director in developing and delivering the public works Capital Improvement Program.
- Focus on priority infrastructure improvement bond projects and other CIP projects.
- Develop scopes of work, budgets, schedules, and oversee expenditure requests and contract amendments.
7. Technical Expertise:
- Possess a working knowledge of Asset Management and its relation to prioritizing investments in public works infrastructure.
- Familiarity with commissioning procedures.
MINIMUM QUALIFICATIONS & POSITION REQUIREMENTS
- Bachelor’s degree in engineering or construction management preferred.
- Ten (10) years of progressively responsible construction project management and related experience.
- Four (4) years of supervisory experience.
- Equivalent combination of education and experience.
- Knowledge of applicable federal, state, and local laws, codes, regulations, and ordinances.
- Expertise in engineering, design, and construction principles and methods.
- Proficiency in project management principles and practices.
- Strong skills in contract administration, project scope, budget, and schedule development.
- Familiarity with modern office equipment and construction industry software.
- Utilize a computer and relevant software applications.
- Communicate effectively, both orally and in writing.
- Prepare accurate cost estimates.
- Establish and maintain effective working relationships.
- Promote and enforce safe work practices.
- Interpret and apply laws, codes, regulations, and standards.
- Provide design analysis and technical review.
- Effectively manage engineering design projects.
- Administer contracts, project budgets, and schedules.
