What are the responsibilities and job description for the Conservation Administrator position at Town of Barnstable?
Job Description:
Technical, administrative, project management and supervisory work coordinating local conservation efforts, implementing and enforcing the provisions of conservation and wetlands protection laws and regulations, coordinating and managing lake, saltmarsh and estuary restoration projects, and assisting the Conservation Commission; all other work as required.
Minimum Qualifications:
Bachelor’s Master’s degree in environmental science, land use management natural resources management, civil engineering or related field.; a master’s degree is preferred. More than five years experience in conservation or environmental activities with at least one year in a supervisory or managerial capacity, and at least on year in wetlands delineation. Professional Wetlands Scientist Certification preferred. An equivalent combination of education and experience may be considered.
Additional Qualifications:
Thorough knowledge of Massachusetts Wetlands Protection Act and Regulations (310 CMR 10.) and Town of Barnstable Wetlands Protection Ordinance and Regulations. Knowledge of civil engineering, land use planning and surveying techniques. Working Expert knowledge of local botany. Working knowledge of, soil conditions and wildlife. Training and experience in Mutual Gains negotiation strategies. Qualification as expert witness Familiarity with graphics.
Ability to read, understand and interpret technical specifications, blue prints and plot plans. Ability to conduct independent research and interpret results. Ability to communicate effectively orally and in writing. Ability to prepare technical reports and grant applications. Ability to facilitate settlements in complex permitting disputes. Ability to serve as effective expert witness.
Proficient in the use of computers for word processing, spreadsheet and database, PowerPoint.
