Job Description
This is a professional part-time position (16 hours per week) in the Town of Bel Air Public Works Department reporting to the Associate Engineer and involves a full range of construction related inspection duties. This employee provides inspection support for small Town projects such as new sidewalk installation or overlaying streets. Works closely with contractors on, utility permits and resurfacing projects. In addition, this employee is responsible for inspection surveys of road surfaces, damaged sidewalk, park maintenance, above ground fuel tanks, fire extinguishers, and AED Devices. The pay range is from $21.40 per hour to $36.31 per hour, with a starting wage of $21.40 per hour.
ESSENTIAL JOB FUNCTIONS
- Performs an annual survey of all Town street/road surfaces and ensures all inspection results are properly entered into a Road Surface Management System (RSMS) in a timely manner.
- Inspects and follows up all utility permits for work performed by utility companies in the public right-of-way and follows up on permits until it has been closed out by the Associate Engineer.
- Performs weekly inspection of all Town parks and reports any defects to the appropriate department for repair.
- Performs weekly inspection / inventory of all Town traffic signs and follows through to make sure those signs that are damaged get repaired in a timely manner.
- Performs monthly inspection/inventory of all Town fire extinguishers and AED Devices and reports those defects to the Towns Facility Manager for recharging/replacement.
- Performs annual inspection of all Town sidewalks for damage and keeps a written record of those defects. Also is responsible for inputting that data into the Town sidewalk repair database.
- Works with the Associate Engineer with inspection, collection of data, and reporting on Storm Water Management projects and Sediment and Erosion Control. This includes collecting and inputting various data into Town GIS.
- Performs inspections on contractors hired by the Town to install sidewalk, overlay streets, or other contracts managed by Public Works and keeps written reports on those projects.
- Performs a weekly inspection of all Town above ground tanks as part of the Spill Prevention Control Plan (SPCP).
- Performs weekly inspection of parking garage for overall cleanliness and operation.
- Acts as a courier, in the absence of the Drafting Technician, transporting plans and correspondence between the Town and County office building.
- Aids Associate Engineer as a rod man for small surveying projects.
- Responds to all service requests that might deal with the abovementioned job functions.
- Operates a motor vehicle to drive from place to place around town.
- Performs other related duties as assigned.
REQUIRED EDUCATION AND EXPERIENCE
- Requires a high school diploma or G.E.D.
- At least six (6) years’ experience in construction related field, including, but not limited to, sidewalks, paving, storm drains and sanitary sewer.
- Requires computer proficiency in spreadsheets and word processing.
- Experience in GIS is a plus.
- Must possess a valid state noncommercial driver’s license and obtain and hold a Maryland DOT Physical Card.
- Pass a physical examination that demonstrates the capability to perform the job functions of the position.
KNOWLEDGE, SKILLS, AND ABILITIES
- Demonstrate knowledge of construction techniques, standards and procedures of road and underground utility construction.
- Demonstrate an understanding of computer operations to input inspection information and prepare reports.
- Demonstrate ability to write legibly and keep accurate records of field inspections.
- Demonstrate the ability to work alone under the supervision and direction of Associate Engineer.
- Demonstrate ability to communicate with co-workers, contractors, and the public.
Constant physical demands for approximately two thirds of the workday, include but are not limited to: standing, walking, and some crawling, climbing, stooping, kneeling, crouching, and reaching, with light to medium lifting, carrying, pushing, pulling, as well as, sitting, handling, fingering, gripping, and keying/typing daily.
