Summary

The Neighborhood Services Officer performs a variety of routine and complex work in the interpretation and enforcement of adopted codes, ordinances, and related rules and regulations. The position is responsible for enforcing all the municipal codes not primarily enforced by the Town’s contracted law enforcement, and in particular, those codes pertaining to property use and maintenance and public nuisances

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Responds to complaints and performs field inspections to ensure compliance with the Berthoud Municipal Code
  • Investigates complaints and determines necessary action to resolve
  • Performs visual inspections of neighborhoods for compliance with property maintenance standards related to parking, signs, and housing and occupancy violations
  • Performs field inspections to determine the nature of compliance or the existence of a violation
  • Tracks complaints and violations, monitors compliance progress and follows up with complainants and violators as necessary
  • Interacts with property owners, residents, professional engineers, developers, builders, contractors, and other organizations to explain, discuss, and resolve enforcement issues
  • Prepares violation notices, posts cease and desist orders and issues summonses
  • Responds to animal related nuisance calls and lost or at-large animals
  • Remains aware of issues requiring special attention in response to Town directives; follows up with appropriate staff to assure that issues are addressed in a timely manner
  • Provides excellent customer service with a high degree of professionalism while interacting with the public
  • Maintains knowledge of Town plans, policies, codes, requirements, community objectives and issues; maintains personal and professional standards of continuous improvement
  • Coordinate with other departments and contracted law enforcement department as needed
  • Other duties as may be assigned

  • Knowledge of business English and spelling; ability to produce quality written documents that demonstrate a professional appearance
  • Outstanding attention to detail and organizational skills
  • Ability to understand and follow both written and verbal instructions and to work under both close, general or no supervision, depending upon the nature of the assignment
  • Knowledge of records management procedures and the ability to accurately file numerically, alphabetically, alpha numerically, or chronologically
  • Ability to deal tactfully and courteously with members of the public, staff, elected officials and outside agencies
  • Ability to maintain confidentiality when faced with information of a sensitive nature
  • Experience with law enforcement and emergency radio and computer assisted dispatch system desirable
  • Knowledge of the Microsoft Office Suite; ability to type accurately at a rate of 50 wpm
  • Ability to become proficient in other software as needed
  • Ability to operate a multi-line phone system and basic office equipment
  • Ability to communicate effectively in person; over the phone; in email & writing

Education

  • High School diploma or equivalent Required

Work Experience

  • Three years of progressively responsible position with a municipal or state agency is required.
  • Have and maintain an acceptable motor vehicle record and background information including criminal history is required.
  • Three years of progressively responsible position with a municipal or state agency in an enforcement or compliance capacity is preferred.

Certificates And Licenses

  • CACEO Basic Certification upon hire, or ability to acquire within 1 year is required.
  • Possess a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges is required.
